At the same time, governments are increasingly using their purchasing power to pursue strategic objectives in different policy areas such as sustainability, innovation or providing support to small and medium-sized enterprises (SMEs). Making it easier for SMEs to access public procurement opportunities improves the general economic environment, promotes inclusive growth and supports principles such as equal treatment, open access and effective competition. This report takes stock of the approaches adopted in 37 OECD and non-OECD countries to help SMEs perform better in public procurement markets, including removing barriers to their participation. The report also describes the main features of a public procurement system that benefits both the public sector and SMEs.

Book excerpt: The objective of this study is to improve the participation of small and medium-sized enterprises (SMEs) in public procurement. It identifies support actions to reduce the barriers SMEs face and to communicate the opportunities offered to them by public procurement. The study's results can contribute to policy making and provide additional tools and channels to better communicate market opportunities, as well as existing measures that facilitate SME participation in public procurement. The study can also serve as a pilot for more extensive work around the issue. Public procurement accounts for around 14% of the EU's GDP, but despite the new SME-friendly provisions introduced by the 2014 public procurement directives, SME participation in public procurement is still limited compared to their role in national economies. Several barriers make it difficult for SMEs to participate in and win tenders. Easier access to public procurement markets can help SMEs find new opportunities and grow. In a time of crisis, greater SME participation in public procurement can also make a significant contribution to economic recovery. Being a public sector supplier with long-term contract commitments may shield a company against recession. Moreover, as subcontractors of larger firms in public procurement, SMEs could increase their business opportunities while reducing cash flow volatility and other risks. The strong involvement of SMEs in public procurement also allows contracting authorities to considerably broaden their potential supplier base and benefit from more competition for public contracts.

Book excerpt: This paper investigates the relationship between regulatory policies governing public procurement and participation by small and medium enterprises (SMEs), using a large dataset on European procurement. We find that countries with better quality procurement regulation have greater SME participation and higher probability that SMEs win contracts. Dividing contracts into smaller lots bolsters participation by SMEs, but only increases the probability of SMEs winning contracts for small value lots (€25,000 or less). Counterfactual simulations suggest if governments want to enhance participation by SMEs in public procurement the focus should be on improving the overall quality of procurement processes.

Massive budgets are spent by governments globally through public procurement; a figure reported in 2020 to accounts for 15-20% of global gross domestic product (GDP). Government spending through public procurement is one of the levers that can be utilised to stimulate economic growth and create employment. This can be done through small and medium-sized enterprises (SMEs), which have been found to have a major impact in employment creation and eventually poverty eradication. The study set out to discover the challenging issues facing the built environment sector, in particular, the barriers and enablers of SME access to public procurement in South African water infrastructure projects, and ultimately determine what collaborative efforts are required by all stakeholders to improve the access of SMEs in public procurement. An exploratory and qualitative research methodology was adopted. Semi structured interviews were held with 15 experienced participants within the water sector. The study revealed valuable insights, namely, the challenges currently facing the built environment sector, in particular, the barriers and enablers of SME access to public procurement in South African water infrastructure projects. In addition, these include collaborative efforts required by all stakeholders to improve the access of SMEs in public procurement. The findings gave rise to the proposed framework for providing SME access to public procurement in South African water infrastructure projects as well as the stakeholders responsible to do. Whilst the participants requested all stakeholders to act ethically in their public procurement dealings within the water infrastructure space, some findings were specific to certain stakeholders such as: iÌ80́(℗ʺ Government departments and public entities need to review their current procurement strategies, ensure that there is no ambiguity between policy statements, be supportive to SMEs, ensure investment inflows into the sector for project execution, and also invest in the much required skills for the sector which are contractors, engineers and artisans. iÌ80́(℗ʺ Contractors need to provide support to SMEs through the provision of guarantees and sureties, implement skills transfer programmes, and also involve SMEs in their standing supplier agreements. iÌ80́(℗ʺ Consulting engineers need to implement skills transfer programmes, to develop innovative designs using modern technology as an enabler to SME access to public procurement. iÌ80́(℗ʺ Communities need to be made aware of, and stop sabotaging projects within their own localities results in cost overruns that are detrimental to the successful completion of the projects for their own benefit. iÌ80́(℗ʺ SMEs need to ensure that they are compliant with the laws and regulations of doing business in South Africa. Book excerpt: The effects on national welfare and market access of two important public procurement practices (discrimination and non-transparency) are analyzed with an eye to the ongoing discussions on procurement reform in the Doha Round. The analysis suggests that the welfare payoffs of adopting mechanisms that foster domestic competition and transparency are likely to be greater than the return to efforts to ban international discrimination. However improved transparency, which may well reduce corruption, is unlikely to also result in significant enhancements in market access. This in turn raises questions about the likely enforceability of a WTO agreement on transparency in procurement.

Book excerpt: Adopting e-Government Procurement in public contract has been advanced by scholar as a positive way of increasing SMEs access to public procurement market because it guarantees swift access to information, transparency in public procurement proceedings and removes bureaucratic bottleneck associated with government contracts. However, acceptance of the automated system of procurement by SMEs has been reported low in literature. This present study investigates three of the major factors that affect SMEs acceptance of e-Government Procurement in Nigeria. Data were collected using questionnaire from 200 SMEs owners and managers who were conveniently selected. Multiple regressions were used in analysing the data. The empirical findings indicate that cultural, security as well as legal factor affect SMEs acceptance of e-GP with cultural factor being the most significant predictor of e-GP acceptance decision.The study recommends that government must embark on massive enlightenment campaign to create awareness on the benefits of adoption of e-Government Procurement to all stakeholders particularly SMEs owners, ensure that the system is structured in a way that it will guarantee security and confidentiality of information and that relevant legal backing is given to the process.
