Book excerpt: Many resources are invested in the development and introduction of Quality Assurance Systems in educational institutions all over the world. Our assumption is that, as a result of quality assurance activities, practitioners obtain information about their own functioning and institutional performance which is new and valuable to them and which therefore will form a basis for them to improve performance. This assumption proves to be naïve; too often performance feedback is under-utilized, and evaluations become void, legitimizing rites instead of a basis for organizational learning and the improvement of institutions. The aim of this book was to find out when educational institutions do transform Quality Assurance data into actions to improve performance, and how the use of such data can be promoted. This volume reports on the study of Quality Assurance structures and activities in 36 educational institutes in 6 European Countries and presents guidelines for Quality Assurance.

Book excerpt: "The Recommendation 2009/C 155/01, of 18 June 2009, of the European Parliament and of the Council, establishes a European Quality Assurance Reference Framework for Vocational Education and Training. This framework is one of the European reference tools to facilitate European cooperation in the field of vocational education and training (VET). It describes the cycle of the quality of VET in four phases (planning, implementation, evaluation ando review). For each phase of the cycle (inspired by the Deming quality improvement cycle) some descriptors are proposed to be applied at system level and at VET provider level. It also proposes indicators for measuring the performance of a particular system or an individual training institution and to support review and improvement of both entire systems and individual training. The Recommendation, in compliance with the principle of subsidiarity, encourages the European Commission and the Member States to participate actively in the development of a European Quality Assurance Reference Framework network (the EQAVET network). This network is in charge of following the framework implementation process throughout the Member States, and of supporting them, if necessary, in the development of the policy of quality improvement for VET at both regional and national level."--Editor.

Book excerpt: This report presents the overall quality assurance framework for initial vocational education in Denmark and the Netherlands and 10 case studies on quality assurance initiatives at Dutch and Danish vocational colleges. Chapter 1 provides an overview of the policy context on quality. Chapter 2 views the quality debate from the perspective of the decentralization or deregulation of vocational education and training (VET) policies (from the government's point of view) and greater autonomy for colleges (from the school's point of view) during recent years. A general conceptual framework is offered for the description of the policy context, quality programs, and case studies. Chapter 3 describes the policy context of initial vocational education at the secondary level within which the quality initiatives of the vocational colleges are taking place. The Danish and the Dutch policy contexts are described separately, followed by a comparison between the countries that highlights similarities and differences in the contexts and programs of quality assurance. Chapter 4 presents 10 case studies describing and discussing the different ways chosen by Dutch or Danish vocational colleges to improve quality. Four case studies emphasize quality activities based on a program of external quality assurance; six place emphasis on fully inhouse quality systems and programs. Chapter 5 provides an evaluation of the implementation of school-based quality concepts in the two countries. Book excerpt: Nine European Community Member States (Belgium, Germany, France, Greece, Ireland, Luxembourg, Portugal, Spain, and United Kingdom) conducted national studies that involved case studies of quality assurance in continuing education. Analysis of findings indicated that many firms regarded continuing training as a central instrument for achieving economic goals and as an investment. Two different forms of cooperation between firms and training providers were identified. Large enterprises systematically planned, designed, implemented, and evaluated their personnel advancement and continuing training procedures as an integral part of corporate strategy. Small and medium-sized enterprises (SMEs) were dependent for their planning and quality assurance needs on external help. The burden of quality control was increasingly passing from the customers to the suppliers of continuing training. Training institutions had to be able to verify the quality of their offerings credibly. Quality assurance methods would contribute to improved continuing training if the formal training requirements were given a teaching-related content and SMEs received external help from training providers. In addition, self-assessment should be encouraged, and the technical side of learning and teaching should be evaluated. Book excerpt: The significant growth of number of students enrolled in tertiary education institutions in the recent past decades has caused an unprecedented expansion of higher education systems. The rapid and constant social, economic and technological mutations and international competition make the importance of qualitatively well-educated citizenry and labor forces very decisive. Globalization has developed a powerful impact on the development of higher education and imposes new challenges for the organization (standards, financing, regulations). Systems of higher education tend to detach from the national models and adopt a more "global" orientation. The implementation of quality assurance is one of the recent and most decisive transformations of higher education. Different higher education systems are trying to develop assessment tools (internal and external) to improve the quality of teaching, research and extension activities, and these are either based on experiences of selected countries or are extensively country specific. The quality assurance procedures that were often dependent on national directorial traditions have gradually tended to converge and led to a setup of common tools and standards. Countries under a centralized system tend to impose a uniform and general model while decentralized systems give greater freedom to universities to set up their own quality. International rankings of universities also contribute to impose a set of transnational standards and values, which is also being considered as indicative by the stakeholders. The present book tries to look at the quality assurance mechanism, international rankings and its impact in both absolute and comparative fashion in context of 11 countries from different parts of the world.

The main reason underlying this interest is a growing awareness of the key role played by education and training in economic competitiveness and social inclusion. Broad-based education systems, workforces that are upskilled on a continuing basis and lifelong learning are in great demand as a consequence of the dynamics of globalisation. This report, written by Prof. Erwin Seyfried, has two main sections providing a general overview of the political objectives for tvet reform. The first part describes achievements in the European Union, whereas the second part analyses the current state of reform in the Mediterranean countries. Nevertheless, the main focus of this report is quality and quality assurance in tvet; in other words, the intention is not to provide a systematic analytical overview of tvet systems in eu member states and Mediterranean countries. The systems view is limited to the more urgent challenges and main features associated with quality and quality assurance in tvet, with the main aim of the report ultimately being to examine common challenges and potential synergies for common actions in tvet, by the Mediterranean countries themselves and between the Mediterranean region and the European Union.
