In addition to standard prevalence-based analyses, this Data Note includes headcount-based analyses aligned to the POSHAN Abhiyaan monitoring framework and uses data from NFHS-5 to provide evidence that helps identify priority districts and number of districts in the state with public health concern as per the WHO guidelines.1 The Data Note includes a color-coded dashboard to compare the coverage of nutrition interventions across all the districts in the state. Book excerpt: This report explores the state of nutrition in Odisha, assesses how nutrition outcomes changed in the state, and more importantly, and examines the road that lies ahead of Odisha on the journey to support better nutrition for the state. Nutrition progress in Odisha: Odisha has made more rapid progress in reducing child undernutrition than many other richer states. Particularly between 2006 and 2016, nutrition and health outcomes improved significantly in the state. The prevalence of stunting declined from 45 percent to 34.1 percent, although there was a marginal increase in wasting from 19.6 to 20.4 percent and in severe wasting from 5.2 to 6.4 percent. In 2018, a further decline was noted in the prevalence of stunting (28.9 percent) and wasting (12.9 percent). Although anemia among women of reproductive age declined by 10 percentage points between 2006 and 2016, it is still high, with over half the women in the state suffering from anemia. Exclusive breastfeeding for children under 6 months of age is an area of progress, improving from 50.8 percent in 2006 to 65.6 percent in 2016; the prevalence of low birth weight, however, remained nearly unchanged during this period (Kohli et al. 2017). Emerging nutritional challenges, such as noncommunicable diseases, are likely to create new challenges in coming years.

The key elements of a data system for nutrition include (1) data sources such as survey and administrative data and implementation research, (2) systems and processes for data use, and (3) data stewardship across a data value chain. The nutrition data value chain includes the prioritization of indicators, data collection, curation, analysis, and translation to policy and program recommendations and evidence based decisions. Finding the right fit for nutrition information systems is important and must include neither too little nor too much data; finding the data system that is the right fit for multiple decision makers is a big challenge. Developed together with NITI Aayog, this document covers issues that need to be considered in the strengthening of efforts to improve the availability and use of data generated through the work of POSHAN Abhiyaan, India’s National Nutrition Mission. The paper provides guidance for national-, state-, and district-level government officials and stakeholders regarding the use of data to track progress on nutrition interventions, immediate and underlying determinants, and outcomes. It examines the availability of data across a range of interventions in the POSHAN Abhiyaan framework, including population-based surveys and administrative data systems; it then makes recommendations for the improvement of data availability and use. To improve monitoring and data use, this document focuses on three questions: what types of indicators should be used; what types of data sources can be used; and with what frequency should progress on different indicator domains be assessed.

Book excerpt: Stunting affects 160 million pre-school children globally with adverse life-long consequences. While work within nutritional science suggests that stunting in early childhood is associated with low intakes of animal-sourced foods (ASFs), this topic has received little attention from economists. We attempt to redress this omission through an analysis of 130,432 children aged 6-23)months from 49 countries. We document distinctive patterns of ASF consumption among children in different regions. We find evidence of strong associations between stunting and a generic ASF consumption indicator, as well as dairy, meat/fish, and egg consumption indicators, and evidence that consuming multiple ASFs is more advantageous than any single ASF. We explore why ASF consumption is low but also so variable across countries. Non-tradable ASFs (fresh milk, eggs) are a very expensive source of calories in low-income countries and caloric prices of these foods are strongly associated with children's consumption patterns. Other demand-side factors are also important, but the strong influence of prices implies an important role for agricultural policies--in production, marketing and trade--to improve the accessibility and affordability of ASFs in poorer countries.

Book excerpt: For the past decade, most South Asian countries have directed their efforts towards achieving universal access to elementary education. While these investments have led to more children being retained in school, they have not translated into better learning outcomes. This report comprehensively analyzes the performance of South Asian educational systems in terms of student learning. It attempts to answer three questions: How well do education systems in South Asia perform? What determines student learning outcomes? What policy options are effective in improving learning outcomes, especially given increasing demand and competition for public resources? Because learning outcomes and skill acquisition in the region are low in both absolute and relative terms, schooling does not translate, as it should, into better life chances, including escape from poverty for many more. Nor does schooling contribute to higher productivity and economic growth, so that countries in the region find it difficult to accelerate economic and social development. Governments in the region now fully realize that they need to direct their attention toward improving quality so that students can aspire to fuller lives as both individuals and labor market participants. Merely spending time in school is not enough; students need to register a significant gain in both noncognitive and cognitive skills if countries in the region are to reap full returns on their investments and generate gains in employment, job creation, and productivity. To examine what policies hold promise for improving student learning, the report reviews evidence from large-scale national learning assessments and findings from impact evaluations being conducted in the region. It identifies the following strategic priorities for improving learning outcomes in South Asia: (1) Make learning outcomes the central goal of education policy; (2) Invest in early childhood nutrition; (3) Improve teacher effectiveness and accountability; (4) Provide additional support to disadvantaged children in early grades; (5) Use financing effectively; (6) Leverage the contribution of the non-state sector; and (7) Build learning assessment systems. Each of these policy options will need to be integrated within a larger agenda of inclusive economic growth and governance reform to be truly effective.
