Book excerpt: This thesis examines the similarities and differences between the Naval Aviation Maintenance Program (NAMP) and International Standards Organization (ISO) 9000 quality management systems (QMS), discusses the difference in quality management discipline under ISO 9000 and under the NAMP, and describes what must be changed in the aviation organizational maintenance sections of the NAMP to make them consistent with the ISO 9000 QMS. The NAMP is Naval aviation's overall guiding document that outlines command, administrative, and management relationships, and assigns maintenance policy and procedure responsibilities to the respective individuals for management ISO 9000 is a series of international standards establishing requirements and guidelines for maintaining an organization's quality system. An overview is provided of quality management (QM) procedures, policies, tools, and audits; the NAMP Quality Management System (QMS); the ISO 9000 QMS; and QMS implementation procedures. Next, process maps are described for QM documentation, policies, and procedures under both the NAMP and ISO 9000. Each is compared and contrasted. Then, QM training under the NAMP and ISO 9000 is described, and advantages and disadvantages of each are listed. ISO 9000 QMS implementation issues and performance metrics are discussed. Finally, recommended changes to NAMP QM procedures, processes, and policies are provided.

Book excerpt: This thesis will show how Total Quality Management (TQM) can be taken from theory and operationalized at the intermediate level of aircraft maintenance. It begins by presenting four factors that will support the implementation process: top level commitment in the form of CNO support, the closed loop environment of intermediate maintenance activities, the successful implementation at the depot level, and the fact that components of TQM already exist within the Navy. The thesis then introduced some of the resource centers that can assist with the implementation process. The methods of TQM implementation as advocated by Navy resource centers (the Navy Personnel Research and Development Center and the Naval Aviation Maintenance Office) are explored. The thesis illustrates how the use of these resource centers, the early targeting of key personnel, and the use of a pilot program can help facilitate the implementation process. An examination of the obstacles to the TQM implementation process such as adapting existing programs and reward systems, conclude the thesis.

The Automated Maintenance Environment (AME) initiative currently in development will be capable of providing the MMCO with the information needed to improve maintenance management decisions. The overall result will be reduced aircraft lifecycle costs and improved operational availability. A concept of operations at the organizational maintenance level is presented to illustrate the AME concept. The full implementation of AME will have a profound effect on Naval aviation maintenance processes. Recommendations for further research are presented.

Book excerpt: This thesis presents the results of a study concerning the use of information outputs from the Aviation 3-M System by organizational level maintenance users. Specifically examined are Naval Aviation Maintenance Support Office (NAMSO) information reports, Naval Aviation Logistics Data Analysis (NALDA) information outputs, and squadron-generated monthly 3-M summaries. A survey using unstructured interviews with squadron data analysts and maintenance managers was conducted to investigate how the information outputs are meeting users' needs and in what capacity. A review of the Aviation 3-M System, the information products derived and results of the survey are presented. It is shown that such outputs have limited impact on decision making in organizational level maintenance due to the time lag of 3-M data. Keywords: Aircraft maintenance management. (kr).

Book excerpt: Organizational Maintenance Activities (OMAs) within the Naval Aviation Maintenance organization do not have an adequate information system (IS). This seriously degrades their ability to efficiently and effectively manage their aircraft, equipment, and personnel. Information systems to support both Naval Air Systems Command (NAVAIR) and the operational chain of command include Naval Aviation Depot Information System (NADIS), Naval Air Logistics Data Analysis (NALDA), and Naval Aviation Logistics Command Management Information System(NALCOMIS). The portion of NALCOMIS intended to support OMAs is not scheduled to be fully implemented until 1999. Decisions made at OMAs have an immediate impact on force readiness and mission capability. Moreover, the largest unfulfilled need for information systems in naval aviation community is at the OMAs. This thesis examines the history of Information system in Aviation Maintenance, analyzes why OMAs lack adequate information systems, and offers a solution within the current technological capabilities of the aviation maintenance community. The potential improvement in operational readiness, avoidance of increased maintenance and personnel costs, improved decision making, and accuracy of information made available to all levels of the Navy chain of command makes implementing an Organizational Activity Strategic Information System (OASIS) imperative.

We performed the audit as part of our continued effort to review quality assurance for aircraft maintenance. We reviewed quality assurance policies and procedures in effect at intermediate and organizational maintenance levels at Naval Air Station Cecil Field, Jacksonville, Florida, and Naval Air Station Lemoore, Lemoore, California. Audit Results The intermediate and organizational maintenance units we visited had adequate policies and procedures in place for administering and managing quality assurance programs and the maintenance units generally complied with those policies and procedures. We did note instances where the units were not in full compliance with existing policies and procedures. We are providing the details of those instances in this report. We are not providing recommendations at this time. However, your attention to the noncompliance is necessary to ensure that actions are taken to correct the deficiencies. The objectives of the audit were to evaluate the effectiveness of the management and administration of quality assurance policies and procedures for units performing intermediate and organizational level aircraft maintenance and to evaluate applicable internal controls.

Book excerpt: The recently published DoD Acquisition Improvement Program increases the emphasis placed on using Reliability Improvement Warranties as a means to improve weapon system reliability and maintainability. Several previous studies have concentrated on RIW selection criteria, cost factors, and reliability improvement incentives. The authors believe that adequate attention has not been given to the fleet level impact of utilizing RIWs. This study reviews past and present contracts to assess these RIW impacts on the Naval Aviation community from an operational and supply point of view. The complexities of fleet level management of warranted assets, the risks posed to the contracting parties, the opinions of fleet maintenance managers, and the RIW's expected fiscal benefits, are among the items discussed.
