It also examines the role of allies in relief operations and allied perspectives on key issues confronting USAF planners. The study is primarily written for military planners, but it will also interest civilians, both within and outside government, who are concerned with humanitarian assistance.

H. Smith Richardson and his wife Grace Jones Richardson established the foundation in 1935. Its mission is to help inform important public policy debates through support of pragmatic, policy-relevant research, analysis, and writing. Grants are channeled through three programs: International Security and Foreign Policy, Children and Families at Risk, and Governance. Coordination is required both within the U.S. government through the interagency process and among actors in the field, including international organizations, regional alliances, and nongovernmental organizations. Of these, the interagency process has caused the greater difficulties and most needs reform. The United States cannot expect to exert leadership if it has not first thought through its own strategy. This report focuses on the interagency process.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: The U.S. has increasingly been involved in the support of complex contingency and humanitarian relief operations throughout the world. History is replete with lessons learned citing disjointed interagency coordination as the prime culprit for lack of unity of effort in many of these operations. In May 1997, President Clinton signed Presidential Decision Directive-56 (PDD-56) in an effort to formalize the interagency planning process and improve civil-military coordination. The directive involved the implementation of a comprehensive political-military plan to provide strategic-level guidance and ensure effective interagency coordination. Three case studies (Operation Sea Angel, Operation Uphold Democracy and Operation Fuerte Apoyo) are analyzed to support the theory that implementation of PDD-56 can significantly impact the tangible and intangible costs associated with an operation by improving interagency coordination and unity of effort among multiple actors.

Primary focus is on the command, control and coordination aspects of all agencies responding to natural disasters and civil disturbances. Opportunities for maximizing the federal contribution by improving FEMA's capabilities are examined, given concerns that the warfighting capability of the military must be maintained. Relationships between the Federal Coordinating Officer (FCO) and the State Coordinating Officer (SCO) (and the relationship between the Defense Coordinating Officer (DCO) and the National Guard, when the Guard has not been federalized) are examined, in addition to the working relationships between State, DoD and FEMA (to include observations on problems with recommendations to resolve them). Focus is on improving FEMA's "unity of command," response times, coordination prior to disaster and declaration, etc., and noting how post-disaster (e.g. Hurricane Andrew) actions and/or "off-line" agreements (such as the NG interstate agreements) have improved the operation.

Humanitarian operations require extensive civil-military interaction, and this study suggests that the U.S. military is not currently postured and prepared to handle the increasing humanitarian requirement.This study analyzes the interactions that took place between the military, the Department of State, and non-governmental organizations throughout three case studies: Operation Unified Assistance (Indonesia, 2004), Operation Unified Response (Haiti, 2010), and Operation United Assistance (West Africa, 2014). Each case study is presented as an independent operation with its own observations and recommendations. The conclusion then identifies four significant generalized items--joint training, militaristic tendencies, integrated communications, and structural systems for collaboration--that challenged civil-military interaction at some point throughout each case. This study concludes that a dedicated unit designed to immediately respond and lead the United States Government's humanitarian effort should be created including manpower and representation from each U.S. agency that plays a part in humanitarian operations.
