The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Just before negotiations foundered, when the Chairman's proposed text was virtually complete, the problems and proposed solutions were examined thoroughly, leading to this book. The book is wide-ranging in its review of the history of biological warfare, the reasons why the current biological revolution is of such concern, and the main features of the BTWC itself. Book excerpt: With the World Health Organization (WHO), the North Atlantic Treaty Organization (NATO), and the U.S. Blue Ribbon panel publishing reports on the emerging risks of biological weaponry in past months, there is a new sense of urgency regarding biological weapons. In August 2016, the United Nations Secretary General Ban Ki Moon told the Security Council that “non-state actors are actively seeking chemical, biological, and nuclear weapons.” This report presents the changing dynamics of the development and use of biological weapons and the preparation against them. The dynamics relate to technological advances in biotechnology and the concomitant attraction to non-state actors to use biological agents as weapons due to their financial appeal and diverse impact. The relative ease with which biological weapons can be produced, and the intent of non-state actors to use biological weapons- based on historical precedent and recent surge in international terrorism- call for a renewed focus on this field and an increased effort to respond to these developments. We provide illustrations of new policy initiatives in a variety of countries and outline the current state of play in the Netherlands, providing a point of departure to discuss whether the current approach is sufficient to tackle the upcoming issues.

Incorporating social science analysis within the innovation process may impose constraints, but its simultaneous support in making the end products more acceptable to society at large should be considered a worthy trade-off. Contributing authors in this volume represent diverse perspectives related to synthetic biology’s social sciences, and reflect on different areas of risk analysis and governance that have developed for the field. Such perspectives include leading scholarly discussion pertaining to risk assessment, governance, ethics, and communication. The chapters of this volume note that while the first twenty years of synthetic biology development have focused strongly on technological innovation and product development, the next twenty should emphasize the synergy between developers, policymakers, and publics to generate the most beneficial, well governed, and transparent technologies and products possible. Many chapters in this volume provide new data and approaches that demonstrate the feasibility for multi-stakeholder efforts involving policymakers, regulators, industrial developers, workers, experts, and societal representatives to share responsibilities in the production of effective and acceptable governance in the face of uncertain risk probabilities. A full consideration of such perspectives may prevent a world of draconian regulations based on an insufficient or incomplete understanding of the science that underpins synthetic biology, as well as any hesitancy or fear by the public to adopt its eventual products.

Book excerpt: Despite thirty years since entry into force of the Biological Weapons Convention (BWC) the majority of States Parties still have not implemented effective national measures to ensure compliance with Convention obligations. The combined lack of a multilateral organisation with responsibility to monitor Convention compliance and the growing threat of bio-terrorism highlight the imperative for more effective and widespread national implementation measures. This article briefly outlines Convention obligations and suggests alternative approaches to States Parties to ensure compliance. The article does not propose a model implementing legislation package because of the authors' shared view that one model simply cannot suit all States Parties. Individual states will need to consider existing legislative regimes - particularly those dealing with biological materials and activities - to determine the extent to which existing regulatory regimes might be adapted or amended to effectively cover BWC obligations. The authors discuss the explicit Convention obligation for the enactment of penal legislation but also discuss the practical issues to ensure compliance with Convention obligations such as the prohibition on transfers of biological agents and toxins of types and in quantities that have no justification for peaceful purposes and the requirement to gather, collate and share confidence building information with other States Parties. The article concludes with an overview of Australia's national implementation of BWC obligations to illustrate one particular State Party's approach to its treaty obligations.

The latest example is an international workshop, Trends in Science and Technology Relevant to the Biological Weapons Convention, held October 31 - November 3, 2010 at the Institute of Biophysics of the Chinese Academy of Sciences in Beijing. Life Sciences and Related Fields summarizes the workshop, plenary, and breakout discussion sessions held during this convention. Given the immense diversity of current research and development, the report is only able to provide an overview of the areas of science and technology the committee believes are potentially relevant to the future of the Biological and Toxic Weapons Convention (BWC), although there is an effort to identify areas that seemed particularly ripe for further exploration and analysis. The report offers findings and conclusions organized around three fundamental and frequently cited trends in S&T that affect the scope and operation of the convention: The rapid pace of change in the life sciences and related fields; The increasing diffusion of life sciences research capacity and its applications, both internationally and beyond traditional research institutions; and The extent to which additional scientific and technical disciplines beyond biology are increasingly involved in life sciences research. The report does not make recommendations about policy options to respond to the implications of the identified trends. The choice of such responses rests with the 164 States Parties to the Convention, who must take into account multiple factors beyond the project's focus on the state of the science.

After years of deadlock and disappointment its Sixth Review Conference in 2006 generated new hope that biological disarmament could be reinforced from within. This book studies the intricate diplomacy of the Sixth Review Conference as a key moment in the recovery of self-confidence by the treaty parties. It makes detailed proposals for developing an accountability framework and stronger institutions so that the treaty regime can work better. It examines alternative futures for the BWC and the trajectories to be avoided or encouraged in the short, medium and longer terms as its regime evolves. Controversially, by comparing treaty constraints on biological, chemical and nuclear weapons it restores the BWC firmly to the realm of disarmament rather than arms control and rescues it from misleading identifications with counterproliferation and counterterrorism models.
