Spatial planning procedures can have a considerable impact on the legitimate tenure rights of the respective rights holders and, in the long term, can affect livelihoods. This technical guide on regulated spatial planning and tenure acknowledges this link and provides guidance on the importance of recognizing legitimate tenure rights in spatial planning processes. Strengthening civic spaces in spatial planning processes focuses on the practical challenges of implementing spatial planning objectives and considering peoples’ tenure over land, fisheries, and forests. Given the focus on vulnerable and marginalized communities in the Guidelines, a human-rights based approach to spatial planning is required which sees individuals and communities as rights holders, and the state as a duty bearer that has committed to uphold human rights. Access to information, meaningful participation, accountability, and access to justice are essential elements in a human rights-based approach to spatial planning and are pivotal for spatial planning processes that are in line with the principles of the Guidelines. Therefore, the strategies presented in this technical guide seek to strengthen these elements.

Though this Technical Guide focuses on land, it provides useful guidance that may be applied to fisheries, forests and other natural resources. It is directed prim arily towards developing countries and countries in transition where there is less awareness of the valuation profession and institutions. Legitimate tenure rights involving customary or informal tenure systems may be less clear and not formalized by law or regulations.

There is a lag in and resistance to legislating in favor of mobility. The overall objective of this handbook is to guide the development of legal and policy frameworks for securing mobility for various pastoral production systems and practices. This handbook calls for the legal recognition and securing of pastoral mobility as a way of safeguarding and facilitating a continuous stream of economic and social benefits for pastoralists, countries, and the environment. It facilitates a deeper understanding of pastoral mobility through examples and case studies drawn from various parts of the world and identifies considerations to be borne in mind when legislating for mobility.

This report presents the results of the final evaluation of two projects: “Pastoralist Knowledge Hub Part 1: Support to pastoralists in advocacy and policy matters” (PKH1) and “Pastoralist Knowledge Hub Part 2: Technical support to pastoralists livelihood and resilience” (PKH2). The expected overall impact of the projects was improved policies, legislation and programmes related to pastoralism, contributing to food security, poverty reduction and resilience. This evaluation serves a dual purpose of accountability and learning. It extrapolates findings and conclusions based on the evidence collected, and identifies good practices and challenges to inform future projects.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

By identifying variability as an entry point, this paper aims at (i) engaging FAO in the mainstreaming of pastoralism by establishing the understanding of pastoralism, and its systematic inclusion in the normal operations of FAO, and at (ii) presenting an evidence based narrative on pastoralism to a specialists’ audience. Two main points are made in this document: First, pastoral systems are emblematic of farming with nature. Second, pastoral systems make use of variability in inputs (the environment) by matching it with variability in their own operational processes (flexibility in movements, animal breeds, labour force, etc.) in such a way as to reduce the variability in outputs (animal production and health, household’s food security, etc). Since 2015, the Pastoralist Knowledge Hub (PKH) has helped creating an institutional space for connecting and coordinating work on pastoralism within FAO. An Inter-Departmental Working Group on Pastoralism has been formed. The conceptual framework of this paper and early versions have benefited from comments and guidance of FAO staff as well as of specialists of pastoralism worldwide.

These reports included topics such as value chains, cross-border transhumance, animal feed resources, priority animal diseases, among others, were informative in their own right. Still, the fact that they targeted specific areas of livestock in a fragmented manner did not address the need of readers whose wish was to have a comprehensive understanding of the livestock sector in West Africa. It is in response to this demand for a comprehensive outlook of the West African Livestock sub-sector that different reports and studies have been compiled into this one book. The book has twelve chapters, covering almost all aspects of livestock in the region. Attempts were made to enrich the information provided by including eight short case studies focusing on different aspects of the livestock sub-sector in West Africa. The book attempts to fill the gap of a need for comprehensive information on the potential, performance, challenges, and prospects of the livestock sub-sector in West Africa.
