As the sector having the highest trade surplus in one of the most open economies in the world, Vietnam's agricultural sector was affected by Coronavirus (COVID-19) in two main ways. Firstly, raw materials and immediate input supplies for the sector were disrupted due to the early outbreak in Asian countries, especially China, which supply most agricultural inputs such as fertilizers and plant protection products. Secondly and compounding this trend, demand has dropped significantly due to mobility restrictions and reduced economic activity within the country and its most important markets, such as the US and Europe. The objective of this study was to enhance Vietnam's trade and competitiveness, focusing on strengthening private sector participation in global value-chains and food safety awareness and compliance. This report is structured as follows. The first chapter presents the context, objectives and approach for the study. The second chapter highlights the key issues, challenges and gaps in Vietnam's food safety risk assessment. The third chapter presents some of the key lessons and experiences in food safety risk management from some countries within the region and more advanced economies, as a basis to inform Vietnam's national food safety risk assessment framework. Chapter four makes recommendations on how to strengthen Vietnam's National food safety risk assessment committee.

While food safety was broadly addressed, the emphasis of this review was on domestic urban markets with a special focus on pork and leafy vegetable value chains supplying Ha Noi and H Chi Minh City. This report presents the key findings to help identify priorities and practical solutions to address foo safety.

Book excerpt: Foodborne diseases (FBD) are an important externality of agriculture and food systems, but only recently have they risen up the development agenda as the result of growing awareness of the health and economic burdens of FBD and how they relate to food systems with a focus on low-income and middle-income countries (LMIC), particularly African nations. The health burden of FBD is comparable with that of malaria, and over 90% falls on people in LMIC, with an economic burden of more than US$100 million per year. FBD have many other, less well-estimated effects on nutrition, gender, equity, and the environment. While understanding of food safety in domestic markets of LMICs has advanced greatly, risk management is in its infancy. This Research Topic will bring together leading regional perspectives on food safety in LMICs.

Book excerpt: Vietnamese food systems are undergoing rapid transformation, with important implications for human and environmental health and economic development. Poverty has decreased, and diet quality and undernutrition have improved significantly since the end of the Doi Moi reform period (1986-1993) as a result of Viet Nam opening its economy and increasing its regional and global trade. Yet poor diet quality is still contributing the triple burden of malnutrition, with 25 percent stunting among children under age 5, 26 percent and 29 percent of women and children, respectively, anemic, and 21 percent of adults overweight. Agricultural production systems have shifted from predominantly diverse smallholder systems to larger more commercialized and specialized systems, especially for crops, while the ‘meatification’ of the Vietnamese diet is generating serious trade-offs between improved nutrition and sustainability of the Vietnamese food systems. The food processing industry has developed rapidly, together with food imports, resulting in new and processed food products penetrating the food retail outlets, trending towards an increase in the Westernized consumption patterns that are shifting nutrition-related problems towards overweight and obesity and, with it, an increase of non-communicable disease-related health risks. While regulatory policies exist across the food system, these are not systematically implemented, making food safety a major concern for consumers and policy makers alike. Where data exists, it is not easy to aggregate with data from across food system dimensions, making it difficult for Viet Nam to make an informed analysis of current and potential food system trade-offs. In our research, we reviewed existing literature and data, and applied a food systems framework to develop an initial food systems profile for Viet Nam and to identify a comprehensive set a of research questions to fill current data gaps identified through the review. Insights on these would provide the comprehensive evidence needed to inform policy makers on how to develop new food systems policies for Viet Nam, and further refine and improve existing policies to achieve better quality diets and more sustainable food systems in Viet Nam. Based on these, we then engaged with stakeholders to develop research priorities in the Viet Nam context and identified 25 priority research questions. This paper aims to stimulate such reflections by clearly outlining key areas for research, government policy, and development programs on priority investment to build the evidence base around inclusive food systems interventions that aim to result in healthier diets and more sustainable food systems for Viet Nam

Book excerpt: Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Book excerpt: Investing in One Health – cross-sectoral, multidisciplinary coordination and collaboration across the human health, animal health, and environmental health sectors – is crucial for maintaining healthy agricultural and food systems and addressing global health security risks. Such action can reduce the threat of future pandemics through upstream preventive actions, early detection, and agile responses to zoonotic and emerging infectious diseases outbreaks, coupled with measures for promoting food safety, including anti-microbial resistance. This regional review, conducted jointly by the World Bank and the Food and Agriculture Organization of the United Nations, assesses the socioeconomic impacts of zoonotic diseases and epidemics across the East Asia and Pacific region, providing a background on why emerging infectious diseases are occurring more frequently in this region. This review looks at the benefits of using a risk-based approach, assesses the management of animal and wildlife health and the ability to identify and respond to emerging threats and protect the health, agricultural production, and ecosystem services. It provides recommendations on priority activities to be undertaken, and offers governments and their development partners the evidence and analysis needed to make more and better investments in wildlife systems and animal health to improve global health security.

Book excerpt: To better inform donor support for public food safety interventions, this paper reviews the literature on the impact of more stringent food safety standards on developing-country markets. This literature has primarily focused on the market access and economic implications of higher standards in export markets rather than on the extensive debate around market failure and public health benefits that dominates the literature in developed countries. We find that the market access benefits from compliance with public and private food safety standards are clear, as is the market exclusion that results from noncompliance. These benefits are now well documented, with more recent evidence pointing to added benefits of poverty reduction and spillovers for health and productivity. Rigorous evidence is also found concerning the positive role of technical assistance and public or donor support. Most of the literature, however, has focused on the relatively small market for EU horticultural products, which will provide opportunities for only a fraction of developing-country producers. This narrow focus causes important gaps in the literature informing meaningful public roles in addressing food safety in developing countries. Future research should examine and rigorously evaluate alternative models for how best to support improved food safety management outside of the export channels that have been the focus of the literature thus far. Further, evaluating the impact of publicprivate approaches on reduction in enforcement costs and improving compliance through supporting industry-led efforts would better inform donor support for food safety reforms, as would research among developing-country consumers with respect to food safety reforms and public health.

Accordingly, retail and foodservice establishments, as well as food producers at all levels of the food production chain, have a growing responsibility to ensure that proper food safety and sanitation practices are followed, thereby, safeguarding the health of their guests and customers. Achieving food safety success in this changing environment requires going beyond traditional training, testing, and inspectional approaches to managing risks. It requires a better understanding of organizational culture and the human dimensions of food safety. To improve the food safety performance of a retail or foodservice establishment, an organization with thousands of employees, or a local community, you must change the way people do things. You must change their behavior. In fact, simply put, food safety equals behavior. When viewed from these lenses, one of the most common contributing causes of food borne disease is unsafe behavior (such as improper hand washing, cross-contamination, or undercooking food). Thus, to improve food safety, we need to better integrate food science with behavioral science and use a systems-based approach to managing food safety risk. The importance of organizational culture, human behavior, and systems thinking is well documented in the occupational safety and health fields. However, significant contributions to the scientific literature on these topics are noticeably absent in the field of food safety.
