Book excerpt: This report is a follow-on to Inspector General, DoD, Report No. 97-009, "Strategies for Improving DoD Environmental Compliance Assessment Programs," which was issued on October 28, 1996. The results presented in that report and other recent studies indicate that weaknesses (in the execution of policies and procedures) and gaps (missing policies and procedures) in DoD environmental management systems are the most common causes of compliance violations, especially recurring violations. As a result of that initial funding and opportunities for improving environmental performance and for lowering costs through proactive management techniques, we performed an evaluation of DoD environmental management systems. Evaluation Objectives. Our objectives were to evaluate DoD environmental management systems; to examine innovative approaches used by other Federal agencies, the private sector, and the international environmental community; and to recommend improvements in DoD environmental managements systems with the potential to increase environmental performance and reduce compliance costs.
