Book excerpt: Since 1968 the Elementary and Secondary School Civil Rights Compliance Report (known as the E&S survey) has been used to gather information about possible disparities in access to learning opportunities and violations of students' civil rights. Thirty-five years after the initiation of the E&S survey, large disparities remain both in educational outcomes and in access to learning opportunities and resources. These disparities may reflect violations of students' civil rights, the failure of education policies and practices to provide students from all backgrounds with a similar educational experience, or both. They may also reflect the failure of schools to fully compensate for disparities and current differences in parents' education, income, and family structure. The Committee on Improving Measures of Access to Equal Educational Opportunities concludes that the E&S survey continues to play an essential role in documenting these disparities and in providing information that is useful both in guiding efforts to protect students' civil rights and for informing educational policy and practice. The committee also concludes that the survey's usefulness and access to the survey data could be improved.

To support excellence in ECE, it is critical how the knowledge about individual children and child development principles combined with the knowledge of effective early learning practices. Effective early childhood education involves an interdisciplinary collaborative process that is influenced by many factors. We present these aforementioned realities in Educating Young Children With and Without Exceptionalities: New Perspectives. In addition, we argue that general and special educators need to focus on applying new knowledge to better address critical issues that advance the field of educator preparation and improve educational outcomes for young children. Early childhood research confirms the need for intensive intervention and remedial education—we need to avoid approaches that are “too little” or “too late.” Also proven to yield positive results for children are practices familiar to early childhood educators. These practices include relationship-based teaching and learning; partnering with families; adapting teaching for children from different backgrounds and for individual children; active, meaningful, and connected learning; and smaller class sizes. Evidence of the benefits of these practices suggests that they should be extended more widely into the elementary grades.

Children with disability make immeasurable contributions to their schools and communities.However, across Australia these children continue to be left behind at school, experiencing poorer educational outcomes than their peers without disability. For these students, their school experiences can play a pivotal role in the success, security and independence they enjoy as adults. People with disability are less likely to participate in the workforce, and enjoy a weekly median income less than half of those without disability. In recent years, a number of inquiries and reports have drawn attention to the disadvantage facing students in Victoriaâs government schools, including a review of the Program for Students with Disabilities (PSD Review).6 The Government of Victoria has responded to the growing chorus of concern by launching a wide-ranging inclusive education reform agenda, underpinned by a considerable boost to funding. These moves are much needed, and very welcome. This research aims to shed light on the current situation by applying a human rights analysis to the experiences of children with disability in the Victorian mainstream government school system. It highlights areas in which progress has been achieved, and those in which children with disability continue to experience discrimination and disadvantage. The report offers recommendations which are intended to strengthen the current reform process, and to assist the Department of Education and Training (the Department) to protect and fulfil the rights of children with disability. Our findings are based on almost 100 interviews with stakeholders, including former students, school staff (including principals, teachers and support staff), and individuals working to support and represent them.
