But that developmental path has rarely been straight, and it has never been smooth. Only the extraordinary efforts of exceptional leadership - in the Air Forces and the wider Department of Defense, in science and in industry - have made the triumphs of military airpower possible. Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. Developmental planning, used properly by experienced practitioners, can provide the Air Force leadership with a tool to answer the critical question, Over the next 20 years in 5-year increments, what capability gaps will the Air Force have that must be filled? Development planning will also provide for development of the workforce skills needed to think strategically and to defectively define and close the capability gap. This report describes what development planning could be and should be for the Air Force.

Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book excerpt: This dissertation recommends changes that can be made to the structure and management of the Air Force's Force Support officer career field to better align development of functional competencies with positional demand for those competencies. Data on Force Support relevant positions were coded on the competencies they require, and a RAND simulation tool provided the means to model the flow of personnel through these officer positions and the acquisition of competencies via on the job learning. A healthy and effective Force Support officer population plays an important role in delivering the overall Air Force mission, and this population of officers will be more effective when their accumulated competencies meet the demand for such competencies generated by Force Support billets. In this sense, this research is of immediate interest to Air Force and Force Support community leadership. While this dissertation focuses on improving the development of a specific population of personnel within the United States Air Force, the relevance of employed thought, methods, and analysis extends beyond United States Air Force career field management to any large organization. Determination and management of organizational human capital requirements and capacity to meet such requirements are necessary tasks to better assure organizational effectiveness. The findings should thus be of interest to personnel and policymakers concerned with the development and management of organizational human resources.

The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.

Book excerpt: "This thesis examines the relationship between the Chief of Staff of the Air Force and the subordinate functional Air Force organizations that are responsible for officer development, the Developmental Teams (DTs). This paper analyzed the potential differences between what the CSAF viewed as important for officer professional military development with what the functional Mobility Air Force DTs focused on and emphasized. This thesis applied a principal-agent framework to study whether the MAF DT followed and implemented the CSAF's vision for selecting future Air Force leaders, especially regarding the selection process of MAF Intermediate Developmental Education (IDE) and Senior Developmental Education (SDE) nominations. This research determined that the MAF DTs are often resistant to the CSAF's desires. However, the MAF DT's resistance was not the result of a nefarious scheme or extreme functional parochialism. Instead, DT members resorted to individual and organizational biases and desires when confronted with a lack of explicit, salient, and durable CSAF preferences. Similarly, the absence of enforceable incentives, both rewards and punishment, contributed to the MAF's resistance. Finally, the CSAF had no concrete monitoring arrangements to ensure the MAF DT was executing his delineated desires. In turn, the MAF DT tended to default to its own preferences when faced with conflicting guidance from the CSAF. If the CSAF wants guidance to be followed, he must minimize the preference gap between him and the functionals as well as enforce the desired behavior with a clear and tangible monitoring and incentives arrangement."--Abstract.
