We focus on the structure of relationships among four sectors (government, nonprofit, market, informal) and how relationships differ across policy fields (here health, human services, education, arts and culture, and religion). The fields differ notably in the economic share that each sector holds and the functional division of labor among the sectors. Systemic differences also exist in how the nonprofit sector interacts with the government, market, and informal sectors. The policy fields themselves operate within national contexts of distinctive economic and political configurations. The framework explores how government-nonprofit relationships differ across policy fields, the factors responsible for this variation, and offers predictive capacity to generate hypotheses and research designs for additional research. We provide insights on how nonprofit organizations differ in key sub-fields with direct relevance for policy and practice.

Book excerpt: As government officials and political activists are becoming increasingly aware, international nonprofit agencies have an important political dimension: although not self-serving, these private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) seek social changes of which many of their financial contributors are unaware. As PVOs and NGOs receive increasing subsidies from their home governments in the United States, Canada, and Europe, they are moving away from short-term relief commitments in developing countries and toward longer-term goals in health, education, training, and small-scale production. Showing that European and Canadian NGOs focus more on political change as part of new development efforts than do their U.S. counterparts, Brian Smith presents the first major comparative study of the political aspect of PVOs and NGOs. Smith emphasizes the paradoxes in the private-aid system, both in the societies that send aid and in those that receive it. Pointing out that international nonprofit agencies are in some instances openly critical of nation-state interests, he asks how these agencies can function in a foreign-aid network intended as a support for those same interests. He concludes that compromises throughout the private-aid networkand some secrecymake it possible for institutions with different agendas to work together. In the future, however, serious conflicts may develop with donors and nation states. Originally published in 1990. Book excerpt: Nonprofit organizations serve an important function of "voluntary redistribution" in society (Witesman, 2016), and form different relationships with the government. This dissertation project examines nonprofits' role in involving citizens in public affairs and the effects of nonprofit-government interactions on civic participation, with a specific focus on two missing connections in this triangular relationship: the collective efficacy mechanism, and the government-nonprofit funding relations on individual volunteering. The overarching research question is "How do nonprofit-government interactions affect the recruitment the persistence of citizens as volunteers?" I argue that collaborative interactions between nonprofits and the government are likely to positively affect citizens' voluntary participation in public affairs, even in conflicts, and that on average, public funding facilitates nonprofits' function as "schools of democracy" (Tocqueville, [1835]2000). This project intends to contribute to the growing dialogue on the role of nonprofits in motivating and sustaining citizen participation, considering the nonprofit-government dynamic on the other hand. The three essays examine multiple ways in which citizens develop their civic life and speak truth to power. The first essay examines whether the funding relationship between nonprofits and the government has negative consequences on nonprofits' use of volunteers. The results suggest a small crowding-in effect, and show that the effect varies by nonprofit fields. In the second essay, I investigate the use of volunteers for lobbying activities, and examine whether the presence of government grants reduces the likelihood of such grassroots participation. The analyses show that government grants' effect varies by nonprofit sub-sectors0́4while human service organizations increase the tendency to use volunteer lobbyists, environment organizations report a significantly lower likelihood. The final essay explores mechanisms behind citizens' persistence in protests, and I argue that the strength of "collective efficacy" predicts protesters' persistence.
