Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

In December 2005, the President issued National Security Presidential Directive 44, establishing governmentwide policy for coordinating, planning, and implementing U.S. stabilization and reconstruction assistance to affected foreign entities. This testimony addresses stabilization and reconstruction issues related to (1) State Department (State) efforts to improve interagency planning and coordination, (2) Department of Defense (DOD) efforts to enhance its capabilities and planning, and (3) State efforts to develop civilian capabilities. GAO's statement is based on its May 2007 report on DOD stability operations and preliminary observations related to State's interagency planning framework and civilian response capabilities.

Book excerpt: In a project entitled "Integrating the Interagency in Planning for Army Stability Operations," RAND Arroyo Center examined the question of how the Army can help make key civilian agencies more capable partners in the planning and execution of stability, security, transition, and reconstruction (SSTR) operations. The authors identify the primary and secondary civilian agencies that should be involved in strategic-level planning and implementation of SSTR operations. Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations.

The author argues that the major capability gap in today's force--and vital for future campaigns--is the ability to conduct stabilization. He explores the changes in U.S. strategy that are the impetus behind the need for greater capacity to conduct post-conflict stabilization and reconstruction. Then he analyzes the emerging role of the Army in post-conflict operations in the context of modern combat to more fully understand the specific requirements of stabilization. He then develops an operational concept--progressive stabilization--that complements the Army's concept of rapid decisive operations, while improving its ability to contribute to long-term conflict resolution. He outlines three key force attributes an expeditionary force structure must have to provide the requisite mix of combat and stabilization capabilities. Finally, he builds on those attributes to suggest three areas where Army leaders must make near-term adjustments in the Modular Force to ensure the nation has a truly expeditionary force with the campaign capacity for both rapid decisive operations and stabilization.

Most of these approaches have included the use of United Nations International Civilian Police (UNCIVPOL), whose forces are contributed on a case by case basis by UN member states. (While other countries usually contribute police personnel from their own national forces, the United States contracts those it contributes through a private corporation). In a few cases, such as Afghanistan and Iraq at this time, coalition and US military forces, and not the United Nation, train and work with indigenous police forces to provide security. The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked. The intensity of the fighting and level of bloodshed on both sides has risen as both sides vie for leverage at the negotiating table.

Book excerpt: "The pendulum regarding the level of U.S. military participation in stabilization efforts has swung dramatically since 2001, from a low level of preparation and participation in the early days of the Afghanistan and Iraq operations in 2003, to widespread stabilization activities costing billions of dollars in the ensuing years, to significantly scaled-back forces and resources devoted to stabilization in recent years. To remedy the initial lack of preparation, the U.S. Department of Defense (DoD) issued a directive with guidance on stabilization requirements in 2005 and then updated it with more expansive requirements in 2009. This report supports DoD efforts to update this guidance by assessing the accumulated experience of the past 17 years and evaluating the appropriate roles for the U.S. military and its ability to execute them in conjunction with interagency and other key partners. Without stabilization, successful warfighting often does not produce desired political outcomes. Yet warfighters are not the most capable actors for many stabilization tasks. Therefore, the authors recommend shifting DoD guidance on stabilization away from requiring high levels of proficiency in a large number of tasks to emphasizing three key roles for DoD: prioritizing security tasks; providing support to other actors performing stability functions; and performing crosscutting informational, planning, coordination, and physical support roles."--Publisher's description
