Two key cyber mission areas -- Cyber Support and Cyber Engagement -- along with their associated cyber functional capabilities are described with the purpose of emphasizing their importance to conducting joint operations. This research explores the essential role that operational command centers have in creating an effective information environment. Also, a mental model for cyber situation awareness is provided based on four primary information sources: (1) Cyber Support, (2) Cyber Engagement, (3) Joint Force Leadership, (4) Cyber Commons. This capability provides information at faster rates increasing situational awareness, enhancing information sharing, and increasing the speed of decision making. The advantages of this information rich environment are not optimized because the users of information reside in an industrial age organizational structure. The command and control function within the organization is addressed. This paper defines effective command and control elements and applies these terms to recent military operations. The solutions to similar C2 problems from the corporate world are analyzed. Finally, the paper evaluates the examples and concludes a smaller and flatter organization based on task oriented groups is the most effective structure for the information superiority environment. A potential organization structure is recommended along with further study in this area to best achieve unity of effort, interoperability, and agility from the operational level organization.

Book excerpt: Modern societies are affected by various threats and hazards, including natural disasters, cyber-attacks, extreme weather events and inter-state conflicts. Managing these challenging situations requires immediate actions, suspension of ordinary procedures, decision making under uncertainty and coordinated action. In other words, challenging situations put high demands on the command and control (C2) capability. To strengthen the capability of C2, it is vital to identify the prerequisites for effective coordination and direction within the domain of interest. This thesis explores C2 capability and effectiveness in three domains: interorganizational crisis management, military command and control, and cyber defence operations. The thesis aims to answer three research questions: (1) What constitutes C2 capability? (2) What constitutes C2 effectiveness? and (3) How can C2 effectiveness be assessed? The work was carried out as two case studies and one systematic literature review. The main contributions of the thesis are the identification of perspectives of C2 capability in challenging situations and an overview of approaches to C2 effectiveness assessment. Based on the results of the three studies, six recurring perspectives of capability in the domains studied were identified: interaction (collaboration), direction and coordination, relationships, situation awareness, resilience and preparedness. In the domains there are differences concerning which perspectives that are most emphasized in order obtain C2 capability. C2 effectiveness is defined as the extent to which a C2 system is successful in achieving its intended result. The thesis discusses the interconnectedness of performance and effectiveness measures, and concludes that there is not a united view on the difference between measures of effectiveness and measures of performance. Different approaches to effectiveness assessment were identified, where assessment may be conducted based on one specific issue, in relation to a defined goal for a C2 function or using a more exploratory approach.

These new alternatives stem from the faster operating tempo and improved synchronization provided by shared awareness. But achieving the level of shared awareness to obtain these advantages requires overcoming several obstacles. Sensors and communications networks must be improved to overcome the challenges of the urban environment. Additionally, the military must become more effective at fusing data from a variety of sensors into useable information that aids the warfighter in completing his mission. Finally, the military should develop doctrine and training to ensure personnel understand how best to achieve shared awareness.

The purpose of the monograph is to answer the research question: Will digitization of the heavy maneuver brigade increase situational awareness and allow the maneuver brigade commander to quickly solve problems in the conduct of decisive operations? To answer the research question, the monograph reviews the current doctrine and theory of situational awareness and decisionmaking processes that identify criteria for an evaluation of the current AWE. When compared to current theory and doctrine the AWE may not exploit technology and enhance situational awareness as expected by the Army.

At the same time, wargaming is enjoying renewed prominence in the defense community as a tool to explore potential future conflicts and shape strategy. Yet, the information environment (IE) remains underdeveloped and underrepresented in wargames, both in the Marine Corps and across the U.S. Department of Defense. An examination of requirements, principles from military theory, current doctrine, and commercial gaming practices points to solutions and changes to game mechanics to better incorporate information considerations into wargame planning, development, and play in ways that can be customized according to available resources, capabilities, and goals. Recommendations target wargame sponsors, wargame designers, and those who are responsible for procuring new tools and recruiting personnel to support wargaming. Operations in the IE play a role across the spectrum of conflict, and their effects and consequences extend beyond the IE. As the nature of conflict changes, it is critical that wargames reflect realities on the ground, supporting forces in using and defending against increasingly important information-based tools of warfare.
