Book excerpt: This paper illuminates the vital role that improving Australiaâs international competitiveness plays in transitioning to a prosperous future. Australia can take a purposeful path: to benefit from trade by focusing on Australiaâs strengths and creating high-productivity jobs. By growing globally strong sectors and skills, Australia will also create jobs which are more sustainable in the face of increasing competition. This will demand Australia plays to its strengths and accelerates progress where it has actual or latent advantage â a shift in emphasis from policy that, if measured by resource allocation, has traditionally focused more on areas of the economy where Australiaâs long-term competitiveness prospects are weak. Book excerpt: Competitive pressure is essential to good economic performance. But many are concerned that it is waning. They say large firms are dominating markets, pushing up prices and profits, squeezing suppliers, and slowing growth in wages and productivity. They point to the consolidation of old industries and the rise of new ones dominated by large firms. Is competitive pressure in Australia weak? Is it waning? How costly to Australia is market power? This report assesses the evidence. It then proposes policies to increase competitive pressure.

They present five recommendations that propose more effective ways of using existing resources, rather than requiring additional funding. They are: 1.Rebalance the national research agenda to underpin Australia's economy and future prosperity; 2.Create incentives for university-industry collaboration; 3.Train researchers for diverse careers; 4.Enhance career mobility between industry, academia and government; 5.Provide incentives for co-investment in research infrastructure between universities, industry and state and federal government. Book excerpt: Universities Australia has prepared this paper to inform current and future debate about university research and its role in driving Australiaâs competitiveness. It argues that in view of accelerating investment in research and innovation by Asian neighbours and traditional competitors, Australia could be close to the proverbial âtipping pointâ, whereby we are not able to achieve our goal of a high-wage, high-growth economy. The authors recommend that a national strategy that addresses all facets of the system, targets both supply and demand, and includes long-term financial commitments is needed in order to bring about cultural change and improve Australiaâs research and innovation performance. The paper compares Australia's performance to Switzerland, Denmark, the Netherlands, Singapore, South Korea, Malaysia, the United Kingdom and Canada. Australiaâs research performance compares well internationally, both in productivity and research excellence. In terms of academic impact, there are clear areas of strength across the breadth of disciplines and Australiaâs researchers are highly regarded. There is, however, room for improvement, especially relative to the best-performing nations. Knowledge exchange and the ease of translation of research into the broader economy and community are Australiaâs main areas requiring substantial attention. [Executive summary, ed]
