Book Improving Air Force Command and Control Through Enhanced Agile Combat Support Planning Execution Monitoring and Control Processes

Download or read book Improving Air Force Command and Control Through Enhanced Agile Combat Support Planning Execution Monitoring and Control Processes written by Robert S. Tripp and published by Rand Corporation. This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Today's defense environment is particularly challenging because (1) significant portions of the force are continuously engaged in a variety of operations, ranging from active combat to humanitarian assistance, over wide geographical areas where the needs for force projection are often difficult to predict, and (2) there is increasing pressure to operate more efficiently. And, although there has always been the need to relate combat support resource requirements to operational objectives, today's environment requires quick combat support actions to tailor deployable support packages and sustainment actions to meet specific operational needs. Furthermore, economic pressures are likely to continue and could result in further reductions in resources that are set aside to meet contingency operations. In addition to economic pressures, the inability to perfectly predict resource demands, the need to shift funding from one category to another to meet unanticipated needs, and the occurrence of unanticipated world events that require intervention contribute to having imbalances between needed agile combat support (ACS) resources and those that are available at any given time to simultaneously meet all requirements for contingency and training operations. This monograph describes ACS process gaps and recommends implementation strategies to facilitate changes needed to improve Air Force command and control through enhanced ACS planning, execution, monitoring, and control processes. The authors recommend a standardized, repeatable process to plan, execute, and control combat support activities focused on operationally relevant metrics; reliance on global managers to identify enterprise capabilities and constraints and relay them to component numbered Air Force staffs for use in their contingency planning and execution actions; and processes for determining which combatant commanders' operations will have priority."--Publisher's description.

Book excerpt: "The focus of this analysis is on how enhanced ACS processes can be implemented and integrated into the Air Force and Joint command and control (C2) enterprise. Using the vision for enhanced C2 provided in the updated architecture developed as a companion piece to this analysis, we identify and describe where shortfalls or major gaps exist between current ACS processes (the AS-IS) and the vision for integrating enhanced ACS processes into Air Force C2 (the TO-BE). We evaluate C2 nodes from the level of the President and Secretary of Defense (SECDEF) to the units and sources of supply. We also evaluate these nodes across the operational phases, from readiness preparation through planning, deployment, employment, sustainment, and reconstitution."--Provided by publisher

Book An Operational Architecture for Improving Air Force Command and Control Through Enhanced Agile Combat Support Planning Execution Monitoring and Control Processes

Download or read book An Operational Architecture for Improving Air Force Command and Control Through Enhanced Agile Combat Support Planning Execution Monitoring and Control Processes written by Kristin F. Lynch and published by . This book was released on 2014 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document presents an architecture that describes a TO-BE vision for integrating enhanced ACS processes into Air Force command and control (C2) as it is defined in Joint Publications. This architecture addresses the near-term--what C2 processes could be in the next 4-5 years using current Air Force assets. It first identifies C2 processes and the echelons of command responsible for executing those processes and then describes how enhanced ACS planning, execution, monitoring, and control processes to provide senior leaders with enterprise ACS capability and constraint information. We use this architecture to identify and describe where shortfalls or major gaps exist between current ACS processes (the AS-IS) and this vision for integrating enahcned ACS processes into Air Force C2 (the TO-BE).

Book Support to the Air Force Installation and Mission Support Center

Download or read book Support to the Air Force Installation and Mission Support Center written by Patrick Mills and published by . This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The U.S. Air Force is in the midst of transforming the way agile combat support (ACS) is managed to support training, steady state operations, and contingency operations. The reorganization of Air Force Materiel Command into the five-center construct was one significant milestone in the transformation. Another is the establishment of the Air Force Installation and Mission Support Center (AFIMSC). This report provides a strategic view of the analytical capabilities that are needed by AFIMSC to allocate resources to and assess the performance of installation and mission support activities. AFIMSC needs a coherent, rational, and transparent method to allocate resources across missions and installations. The Air Force needs a common lexicon of metrics, clear business rules, and a construct to report enterprise performance to senior leaders"--Publisher's description.

Book Combat Support Execution Planning and Control

Download or read book Combat Support Execution Planning and Control written by Kristin F. Lynch and published by RAND Corporation. This book was released on 2009 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Operations in Serbia in 1999 revealed issues with combat support execution planning and control. RAND Project Air Force (PAF) analyzed the then-current operation architecture and developed a future ("TO-BE") architecture. As part of this continuing effort, PAF and Air Force personnel formed an assessment team to observe two command post exercises, Terminal Fury 2004 and Austere Challenge 2004, that offered an operational environment in which to evaluate Air Force progress in implementing the TO-BE. The exercises highlighted opportunities in three areas -- organizational structure, systems and tools, and training and education -- in which continuing implementation of the TO BE architecture should improve productivity and enhance decisionmaking.

Book The Air Force Operations and Planning SMARTbook

Download or read book The Air Force Operations and Planning SMARTbook written by Norman M. Wade and published by . This book was released on 2011-11 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role of the Air Force is to defend the US and protect its interests through airpower, guided by the principles of joint operations and the tenets of airpower. Airpower is the ability to project military power or infl uence through the control and exploitation of air, space, and cyberspace to achieve strategic, operational, or tactical objectives. Airpower exploits the third dimension of the operational environment, the electromagnetic spectrum, and time to leverage speed, range, flexibility, precision tempo, and lethality to create effects from and within the air, space, and cyberspace domains. From this multi-dimensional perspective, Airmen can apply military power against an enemy`s entire array of diplomatic, informational, military, and economic instruments of power, at long ranges and on short notice. The Air Force Operations & Planning SMARTbook covers the fundamentals, principles and tenets of airpower; airpower operations (Air Force missions, roles & functions); command and control (AOC, AFFOR & JFACC); planning for operations (AFOPE, JOPPA, joint air tasking cycle, OODA); targeting and assessment; and agile combat support (ACS)! *** Find the latest edition of this book and the rest of our series of military reference SMARTbooks at the publishers website: www.TheLightningPress.com ***

Download or read book Air Force Doctrine Document 4 0 written by U. S. Military and published by . This book was released on 2017-09-27 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Air Force Doctrine Document (AFDD) establishes doctrinal guidance for combat support to air and space forces across the full range of military operations. Air and space forces respond to global taskings within hours. The support for these forces must be equally responsive. This is the challenging job of combat support, the foundation of air and space power. Air and space expeditionary task forces employment capabilities demand rapid positioning of force packages to achieve combat, peacekeeping, counterdrug, and nation-building effects. Air Force agile combat support capabilities are provided by people and organizations responsible for planning, programming, and sustaining the forces; determining who and what are deployed; as well as how they arrive and return home safely. Agile combat support is an Air Force distinctive capability that touches every functional area and is key to meeting the US Air Force's mission to organize, train, equip, and employ air and space power. The dedicated support of our people makes agile combat support a reality. The goal of agile combat support is to provide the most capable air and space forces to combatant commanders. Book Supporting Air and Space Expeditionary Forces Expanded Operational Architecture for Combat Support Execution Planning and Control

Download or read book Supporting Air and Space Expeditionary Forces Expanded Operational Architecture for Combat Support Execution Planning and Control written by and published by . This book was released on 2006 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the past decade, the U.S. military has supported continuous deployments of forces around the world, often on very short notice and for prolonged duration, to meet the needs of a wide range of peacekeeping and humanitarian missions or major contingency operations. The pattern of varied and fast-breaking regional crises appears to be the model for the foreseeable future and has prompted the United States to reassess how it prepares, maintains, and employs its military forces. In response to this operating environment, the Air Force has reorganized into an Air and Space Expeditionary Force (AEF). The AEF concept divides the Air Force into 10 relatively equal groups (i.e., AEFs) of people and equipment. In any given 90-day period, two AEFs (or one AEF pair) are vulnerable to deployment to fulfill Air Force deployment requirements. The aim of this concept is to replace a permanent forward presence with forces that are primarily stationed in the continental United States (CONUS) and can be tailored rapidly, deployed quickly, employed immediately, and sustained indefinitely. These AEF global force projection goals present significant challenges to the current combat support (CS) system. CS is the collection of people, equipment, and processes that create, protect, and sustain air and space forces across the full range of military operations. In addition to the importance of CS, command and control (C2) has been identified as a key component of the AEF Agile Combat Support (ACS) system that needs further development. Joint doctrine defines C2 as the exercise of authority and direction by a properly designated commander over assigned and attached forces in the accomplishment of the mission. CSC2 thus, is the exercise of authority and direction over CS forces and resources to meet operational objectives. This work expands on the work of Leftwich et al., which presented initial concepts for guiding the development of a CSC2 operational architecture for the AEF.
