Preconstruction Engineering Management Technical Committee and published by AASHTO. This book was released on 2008 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of engineering consultants by state transportation agencies continues to be important in providing the appropriate solutions to transportation needs. This publication replaces the Guide for Contracting, Selecting and Managing Consultants in Preconstruction Engineering, published by AASHTO in 1996. In order to assess current practices, questionnaires were developed for both state and consultant practitioners. The responses showed significant growth in the volume of work done by consultants and in the range of services provided by consultants. The results of these surveys, along with the collective experience and expertise of the technical committee membership, were used to restructure much of the guide and to update and expand the discussion of current practices for the effective use of consultants.

Book Contracting for Services in State and Local Government Agencies

Download or read book Contracting for Services in State and Local Government Agencies written by William Sims Curry and published by Routledge. This book was released on 2016-04-28 with total page 495 pages. Available in PDF, EPUB and Kindle. Book excerpt: This second edition of Contracting for Services in State and Local Government Agencies provides state-of-the-art tools for best practice in the procurement of services at state and local levels, from initial stages through to completion. Including lively case studies and research conducted with state and local agencies across the United States, this book provides management advice and tips on compliance to reduce costs, select the best-qualified contractors, manage contractors’ performance, and prevent corruption and waste. Utilizing the results of new research in all fifty states, author William Sims Curry offers updated best-practice documents, methodologies, and templates including: a Request for Proposal (RFP), a scorecard for proposals to select the best-qualified contractor, a toolkit for meeting socioeconomic contracting goals without compromising price, quality, or on-time delivery, and a Model Services Contract (MSC). Special consideration is given to obtaining services and products in states of emergency. Several additional resources for practitioners are available online, including sample contracts and a straightforward, inexpensive tool for tracking contractors’ progress and cost management. The roadmap and templates contained in this book and available online to readers will prove essential to state and local government agency contracting professionals and other officials and employees called upon to participate in the drafting of solicitations, writing sole source justifications, writing scopes of work, serving on advance contract planning and source selection teams, recommending award of contracts, or assisting in the management of those contracts.

Book Consultants for DOT Preconstruction Engineering Work

Download or read book Consultants for DOT Preconstruction Engineering Work written by David K. Witheford and published by Transportation Research Board. This book was released on 1999 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis report will be of interest to department of transportation (DOT) preconstruction engineering supervisors and program managers, contract administrators, and project managers. It will also be of interest to engineering consultants who do work for state DOTs. It describes current practice in contracting with consultants for DOT preconstruction engineering work. The synthesis documents the practices in all stages involved with obtaining consulting services, from the initial designation of projects for consultant work to project completion and acceptance procedures. The study also collected the views of selected consultants on DOT practices. Information for the synthesis was collected by surveying U. S. transportation agencies and by conducting a literature search. This report of the Transportation Research Board provides information on the history and trends in outsourcing of preconstruction engineering activities and compares current levels with those found a decade earlier. The steps in the procurement and management of consulting services are provided in detail. These include deciding on when and what to contract out and the selection, negotiation, and consultant management activities that follow. Finally, the appendixes contain numerous samples of collected forms and procedures used by a variety of states to accomplish this work.

Book Contingency Contracting

Download or read book Contingency Contracting written by John P. Hutton and published by DIANE Publishing. This book was released on 2010-08 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The DoD and State and the U.S. Agency for International Development (USAID) have relied extensively on contractors in Iraq and Afghanistan, including using contractors to help administer other contracts or grants. Relying on contractors to perform such functions can provide benefits but also introduces potential risks, such as conflicts of interest, that should be considered and managed. This report reviewed: (1) the extent to which DoD, State, and USAID rely on contractors to perform contract and grant administration in Iraq and Afghanistan; (2) the reasons behind decisions to use such contractors and whether the decisions are guided by strategic workforce planning; and (3) whether agencies considered and mitigated related risks.
