Except for manual observations, Virginia has two data sources for obtaining occupancy: the American Community Survey and the National Household Travel Survey, neither of which provides corridor-specific values. This study developed an approach for estimating occupancy based on crash records data—now feasible because Virginia routinely collects, for each crash, the total number of occupants regardless of injury status. This occupancy is not widely available because of privacy concerns but can be obtained through a special tabulation performed by VDOT’s Traffic Engineering Division. Having crash data is not a panacea: as the area of interest shrinks from a district to a roadway segment, the likelihood that crashes alone provide a biased estimate of occupancy increases. Accordingly, the recommended approach for detecting occupancy contains two additional steps beyond extracting crash data: (1) at the jurisdiction level, test whether this bias exists by performing an eta-squared test; if appropriate, perform Type 1 bias correction by ensuring all occupancy groups (e.g., three occupants per vehicle) are synthesized in the crash data set; and (2) at the corridor level, perform Type 2 bias correction by building a correction model incorporating field observations. Yet bias is not necessarily a fatal flaw. At the corridor level, the mean average absolute difference between occupancy based on uncorrected crash data and occupancy collected from field observations was 0.06; use of the Type 2 bias correction model showed a difference of 0.05 between field observations and corrected data when the model was used on a set of data not used to build the model. At the jurisdiction level, the difference between uncorrected occupancies and Type 1 bias correction was never above 0.02 as long as at least 200 vehicles are observed in crashes. This method allows Virginia to estimate occupancies by time period, day type, and functional class. Crash data for VDOT’s Hampton Roads District showed statistically significant differences in occupancies ranging from 1.18 to 1.30 (midweek vs. weekend); 1.15 to 1.22 (AM peak vs. off-peak); and 1.16 to 1.26 (variation among seven functional classes). The study recommends that VDOT establish an occupancy data collection program in one district based on two elements: (1) the extraction of occupancies from crash reports, and (2) an adjustment of these occupancies based on the two bias correction methods studied. These two recommendations need not preclude the possibility of using new technologies, some of which were examined in this study, but the approaches highlighted in this report have been successfully tested on a case study basis in Virginia.

Book excerpt: The purpose of this research is to develop and test a widely available, ready-to-use method for adjusting the Institute of Transportation Engineers (ITE) Trip Generation Handbook vehicle trip generation estimates for urban context using regional household travel survey data. The ITE Handbook has become the predominant method for estimating vehicle trips generated by different land uses or establishment, providing a method for data collection and vehicle trip estimation based on the size of the development (e.g. gross square footage, number of employees, number of dwelling units). These estimates are used in traffic impact analysis to assess the amount of impact the development will have on nearby transportation facilities and, the corresponding charges for mitigating the development's negative impacts, with roadway expansions, added turning bays, additional parking or traffic signalization, for example. The Handbook is often criticized, however, for its inability to account for variations in travel modes across urban contexts. For more than fifty years, ITE has collected suburban, vehicle-oriented data on trip generation for automobiles only. Despite the provision of warnings against application in urban areas, local governments continue to require the use of the ITE Handbook across all area-types. By over predicting vehicle traffic to developments in urban developments, developments may be overcharged to mitigate these developments locating in urban environments despite the lower automobile mode shares, discouraging infill development or densification. When ITE's Trip Generation Handbook overestimates the vehicle impact of a development, facilities are also overbuilt for the automobile traffic and diminishing the use of alternative modes. When ITE's TGH underestimates this impact, adjacent facilities may become oversaturated with traffic, pushing cars onto smaller facilities nearby. Currently, there is momentum amongst practitioners to improve these estimation techniques in urban contexts to help support smart growth and better plan for multiple modes. This research developed and tested a method to adjust ITE's Handbook vehicle trip generation estimates for changes in transportation mode shares in more urban contexts using information from household travel surveys. Mode share adjustments provide direct reductions to ITE's Handbook vehicle trip estimations. Household travel survey (HTS) data from three regions were collected: Portland, Oregon; Seattle, Washington; and Baltimore, Maryland. These data were used to estimate the automobile mode share rates across urban context using three different adjustment methodologies: (A) a descriptive table of mode shares across activity density ranges, (B) a binary logistic regression that includes a built environment description of urban context with the best predictive power, and (C) a binary logistic regression that includes a built environment description of urban context with high predictive power and land use policy-sensitivity. Each of these three methods for estimating the automobile mode share across urban context were estimated for each of nine land use categories, resulting in nine descriptive tables (Adjustment A) and eighteen regressions (Adjustments B and C). Additionally, a linear regression was estimated to predict vehicle occupancy rates across urban contexts for each of nine land use categories. 195 independently collected establishment-level vehicle trip generation data were collected in accordance with the ITE Handbook to validate and compare the performance of the three adjustment methods and estimations from the Handbook. Six land use categories (out of the nine estimated) were able to be tested. Out of all of the land uses tested and verified, ITE's Trip Generation Handbook appeared to have more accurate estimations for land uses that included residential condominiums/townhouses (LUC 230), supermarkets (LUC 850) and quality (sit-down) restaurants (LUC 931). Moderate or small improvements were observed when applying urban context adjustments to mid-rise apartments (LUC 223), high-turnover (sit-down) restaurants (LUC 932). The most substantial improvements occurred at high-rise apartments (LUC 222) and condominiums/townhouses (LUC 232), shopping centers (LUC 820), or coffee/donut (LUC 936) or bread/donut/bagel shops (LUC 939) without drive-through windows. The three methods proposed to estimate automobile mode share provides improvements to the Handbook rates for most infill developments in urban environments. For the land uses analyzed, it appeared a descriptive table of mode shares across activity density provided results with comparable improvements to the results from the more sophisticated binary logistic model estimations. Additional independently collected establishment-level data collections representing more land uses, time periods and time of days are necessary to determine how ITE's Handbook performs in other circumstances, including assessing the transferability of the vehicle trip end rates or mode share reductions across regions.

Book excerpt: A 15.5-mile portion of the I-85 high-occupancy vehicle (HOV) lane in the metropolitan area of Atlanta, GA was converted to a high-occupancy toll (HOT) lane as part of a federal demonstration project designed to provide a reliable travel option through this congested corridor. Results from the I-85 demonstration project provided insight into the results that may follow the Georgia Department of Transportation's planned implementation of a $16 billion HOT lane network along metropolitan Atlanta's other major roadways [2]. To evaluate the impacts of the conversion, it was necessary to measure changes in corridor travel speed, reliability, vehicle throughput, passenger throughput, lane weaving, and user demographics. To measure such performance, a monitoring project, led by the Georgia Institute of Technology collected various forms of data through on-site field deployments, GDOT video, and cooperation from the State Road and Toll Authority (SRTA). Changes in the HOT lane's speed, reliability or other performance measure can affect the demographic and vehicle characteristics of those who utilize the corridor. The purpose of this particular study was to analyze the changes to the vehicle characteristics by comparing vehicle occupancy, vehicle classifications, and vehicle registration data to their counterparts from before the HOV-to-HOT conversion. As part of the monitoring project, the Georgia Tech research team organized a two-year deployment effort to collect data along the corridor during morning and afternoon peak hours. One year of data collection occurred before the conversion date to establish a control and a basis from which to compare any changes. The second year of data collection occurred after the conversion to track those changes and observe the progress of the lane's performance. While on-site, researchers collected data elements including visually-observed vehicle occupancy, license plate numbers, and vehicle classification [25]. The research team obtained vehicle records by submitting the license plate tag entries to a registration database [26]. In previous work, vehicle occupancy data were collected independently of license plate records used to establish the commuter shed. For the analyses reported in this thesis, license plate data and occupancy data were collected concurrently, providing a link between occupancy records of specific vehicles and relevant demographic characteristics based upon census data. The vehicle records also provided characteristics of the users' vehicles (light-duty vehicle vs. sport utility vehicle, model year, etc.) that the researchers aggregated to identify general trends in fleet characteristics. The analysis reported in this thesis focuses on identifying changes in vehicle characteristics that resulted from the HOV-to-HOT conversion. The data collected from post-conversion are compared to pre-conversion data, revealing changes in vehicle characteristics and occupancy distributions that most likely resulted from the implementation of the HOT lane. Plausible reasons affecting the vehicle characteristics alterations will be identified and further demographic research will enhance the data currently available to better pinpoint the cause and effect relationship between implementation and the current status of the I-85 corridor. Preliminary data collection outliers were identified by using vehicle occupancy data. However, future analysis will reveal the degree of their impact on the project as a whole. Matched occupancy and license plate data revealed vehicle characteristics for HOT lane users as well as indications that the tested data collectors are predominantly synchronized when concurrently collecting data, resulting in an argument to uphold the validity of the data collection methods. Chapter two provides reasons for why HOT lanes were sought out to replace I-85's HOV lanes. Chapter two will also provide many details regarding how the HOT lanes function and it will describe the role the Georgia Institute of Technology played in the assessment the HOV-to-HOT conversion. Chapter three includes the methodologies used to complete this document while chapter four provides results and analysis for the one year period before the conversion and the one year period after the conversion.
