The measure of effectiveness which seemed the most feasible for use in determinning the effectiveness of the new guidance signing was the percentage of drivers who made the preferred maneuvers. The preferred maneuvers were determined on the basis of safety and efficiency. The percentage of vehicles who made the preferred maneuvers was measured for both before and after sign change conditions and compared to determine the effectiveness of the new signing. Traffic studies were conducted at 5 circles; 3 of which were regular and 2 cut-through.
