The combination of these technologies has the potential to significantly increase the efficiency of roadway operations, road capacity, and road safety. Where the Weather Meets the Road provides a roadmap for moving these concepts to reality.

While the outcomes of many incidents could not be changed, many of the incidents could have been avoided through implementation of intelligent transportation systems. RWIS have been adopted by transportation agencies with the purpose of providing better information about the impact of current weather conditions on the roadway; however, RWIS can only provide data for a specific location, and there is a need for continuous road weather condition reporting. In response, the Connected Vehicles Initiative proposed using vehicles to communicate current roadway conditions, especially in inclement weather events. The advanced road condition data would allow travelers to better prepare for road conditions. This thesis covers the efforts taken at the University of Wyoming to collect and analyze vehicle CAN-Bus vehicle data to extrapolate road conditions to determine the usefulness of this data in providing real-time, weather information.

Integrating environmental considerations into all phases of transportation is an important, evolving process. The increasing awareness of environmental issues has made road development more complex and controversial. Over the past two decades, the Federal Highway Administration and state transportation agencies have increasingly recognized the importance of the effects of transportation on the natural environment. This report provides guidance on ways to reconcile the different goals of road development and environmental conservation. It identifies the ecological effects of roads that can be evaluated in the planning, design, construction, and maintenance of roads and offers several recommendations to help better understand and manage ecological impacts of paved roads.
