In 1925 the Bureau of Agricultural Economics undertook, in response to requests from substantial factors in the industry and pursuant to its legal authority, to develop such a grading system. 'through its Division of Cotton Marketing, studies of the nature and uses of cottonseed and of the grading requirements of the industry were made and a grading system based upon the chemical composition of seed was devised.
