The restructuring of Caribbean economies in the postcolonial period brought with it a further emphasis on export agriculture and a resultant food import policy climate to help meet domestic production shortfalls. In addition to the direct economic shocks, many Caribbean nations are now suffering from poor nutritional related health outcomes, increasing rural poverty and declining capacity for food self-sufficiency. In order to combat rising food imports and the host of inter-related challenges it brings, many argue that particular focus should be paid to import-substitution. Import-substitution is where foreign food imports are replaced with domestic food production. However, an increase in domestic food production must also be coupled with an effort to ameliorate local food supply chains that suffer from fragmentation, lack of coordination and inconsistency. This thesis examines one particular import-substitution initiative on the island of St. Lucia. The non-profit, Helen's Daughters, and the social enterprise, the Green Gold Project, aim to increase domestic agricultural production capacity for small-scale farmers and enhance market stability through tourism related purchasing. St. Lucia was chosen as it represents many of the aforementioned challenges surrounding food insecurity, rural poverty and a lack of effective supply chains to link small-scale producers to stable, national markets. This research shows that private, yet community engaged initiatives such as Helen's Daughters and the Green Gold Project have the necessary structure and characteristics and support to bolster farmers' access to local markets and in particular, provide enhanced linkages and knowledge flows in order to capitalize on the ever-expanding tourism market and could help advance efforts towards economically viable and environmentally sustainable agricultural economies within other Caribbean nations.
