Book excerpt: The report examines the experience gained from the implementation of projects directly aimed at benefiting the poor, and, its purpose is to arrive at some preliminary judgements on the likely development impact of those projects, although a number of such projects are currently being implemented, and their full impact is presently unknown. Similarly, in its efforts to monitor the development of these projects, the Bank relied on input and process indicators, thus uncommon systematic tracking prevail. Therefore, the analysis of the implementation experience thus far, succeeded only in the delivery of a range of physical benefits, and economic services. Nonetheless, a number of identified project attributes, such as their focus on basic services and disadvantaged areas, their gender sensitivity, their encouragement of broad policy reform, their emphasis on supply/demand in service provision, and, their capacity to adapt to lessons of experience, suggest an optimist outlook on the Bank's lending regarding poverty alleviation, hastened by favorable impacts. In addition, a variety of actions from problems experienced at the project level, at the country level, and, at the Bank level, led to corrective actions, challenged by continual monitoring of project performance.

Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of "good practice" evaluations of poverty projects which have been reviewed for this handbook.

Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Dramatically increased federal funding for education and training programs, social security benefits, other income support programs, and a growing economy reduced poverty and raised expectations that income poverty could be eliminated within a generation. Yet the official poverty rate has never fallen below its 1973 level and remains higher than the rates in many other advanced economies. In this book, editors Maria Cancian and Sheldon Danziger and leading poverty researchers assess why the War on Poverty was not won and analyze the most promising strategies to reduce poverty in the twenty-first century economy. Changing Poverty, Changing Policies documents how economic, social, demographic, and public policy changes since the early 1970s have altered who is poor and where antipoverty initiatives have kept pace or fallen behind. Part I shows that little progress has been made in reducing poverty, except among the elderly, in the last three decades. The chapters examine how changing labor market opportunities for less-educated workers have increased their risk of poverty (Rebecca Blank), and how family structure changes (Maria Cancian and Deborah Reed) and immigration have affected poverty (Steven Raphael and Eugene Smolensky).
