Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself. This essential handbook, from one of the leading research institutions on the continent, seeks to uncover what some of those understandings are and why the unification project has remained so elusive.

Based on extensive empirical research, it argues that those intervention practices are essentially spatializing practices, based on particular spatial imaginations, contributing to the continuous construction and formatting of regional spaces as well as to ordering relations between different regional spaces. Analyzing the field of developing practices of conflict intervention by the Economic Community of West African States (ECOWAS) and the African Union (AU), the book contributes a new theory-oriented analytical approach to study African regional organizations (ROs) and the complex dynamics of African peace and security, based on insights from Critical Geography. As such, it helps to close an empirical gap with regard to the ‘internal’ modes of operation of African ROs as well as the lack of their theorization. It demonstrates that, contrary to most accounts, intervention practices of African ROs have been diverse and complexly interrelated, involving different actors within and around these organizations, and are essentially tied to the space-making. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Situations of serious or massive violations of human rights are no longer purely of domestic concern, and sovereignty can no longer be an absolute shield for repressive governments in such circumstances. Based on this realization, the international community has recognized a responsibility to protect individuals in states where their governments are unable or unwilling to provide protection against the most serious violations. However, so far, only one intergovernmental organization, the African Union (AU), has explicitly made the right to intervene in a Member State part of its foundational text in Article 4(h) of its Constitutive Act. Although there have been cases of Article 4(h)-type interventions in Africa, the AU Assembly has not yet invoked Article 4(h) explicitly. This book brings together experts in the field to explore the potential application of Article 4(h), and the complexities that may explain its non-invocation so far. Although Article 4(h) is noble in purpose, its implementation faces several legal and policy challenges given that the use of force penetrates the principles of state sovereignty and non-intervention – the very cornerstones upon which the AU is founded. This book considers these issues, as well as the need to reconcile Article 4(h), in so far as it allows the AU to exercise military intervention to protect populations at risk of mass atrocities, with the provisions of the Charter of the United Nations. Drawing from the insights of law, political science, diplomacy and military strategy, the book offers a unique combination of multi-disciplinary expertise that harnesses the views of a diverse group of authors, focused on the legal, policy, and practical insights on the implementation of Article 4(h) and the responsibility to protect in Africa in order to provide concrete recommendations on how to end mass atrocities on the continent
