Book excerpt: Small-scale fishers and their communities highly depend on secure access to fisheries resources and to the beaches that allow fishers to access the fishing grounds, to land their catches, and store and maintain their boats, gear and equipment. Landing sites are also often a place that women use for fish processing and marketing activities. These tenure rights for fishing grounds and landing sites are of crucial importance for the livelihoods of small-scale fishers and for food and nutrition security for fishing communities, and for the coastal population in most countries. Most of the landing sites for small-scale fisheries in Ghana are under increasing demand to use the beaches for other purposes, such as tourism, urban and commercial activities. Small-scale fishers also have major challenges pertaining to their exclusive use of the Inshore Exclusive Zone (IEZ), reserved for the small-scale fishing for small pelagic fish. In recent years there are major conflicts with industrial fleet that are trans-shipping (by)-catches of small pelagic fish to canoes at sea, which are subsequently landed unrecorded in Ghana. In addition, the industrial trawlers are regularly fishing illegally within the IEZ for small pelagic fish. Through the European Union Land Governance Programme support has been provided to develop the capacities of small-scale coastal fishing communities to secure their tenure rights, secure the fish landing and processing sites and reduce the incidence of illegal, unreported and unregulated (IUU) fishing. Capacities of clam fishery producers was also developed. The aim was to secure and sustain the livelihoods of the small-scale fishers.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, are tools allowing governments to strengthen governance and develop policies that secure equitable distribution of benefits and empower stakeholders. This document examines the tenure systems, rights and governance issues in the vast, diverse and complex inland fisheries of India. The objective is to highlight how inland fisheries have been changing and the associated challenges for governance and tenure. The legal and policy contexts, within which fishing in rivers, wetlands and estuaries takes place, are described as well as the diversity of fishing activities and practices in the different environments found in India, which include inland capture fisheries, culture-based fisheries and freshwater aquaculture systems. Multiple drivers of change that affect inland fisheries are discussed from within the fisheries sector and from wider social, economic and environmental contexts. The ways in which formal and informal institutional arrangements and customary access regimes interact with each other are highlighted. The potential outcomes of institutional change and emerging policies for ecological sustainability, economic equity and social justice are discussed, with a focus on capture fisheries within India’s inland fisheries.

It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. There was broad agreement among participants that FAO should explore different formats for the papers to contribute to and support technical guidance. The key role played by SSF organizations and fishing communities is well recognized in the Code of Conduct for Responsible Fisheries and in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) which note that “States should recognize the role of small-scale fishing communities and Indigenous Peoples to restore, conserve, protect and co-manage local aquatic and coastal ecosystems.” Thanks to the active participation of many small-scale fishing communities and organizations, this publication draws on real-world examples of small-scale fisheries stewardship to highlight the various forms of stewardship, to outline ingredients of success in that stewardship, and to describe how policymakers and others can support those stewardship activities around the world.
