Book excerpt: A tremendous change in the Arctic climate is causing far-reaching impacts on every nation and on the Earth as a whole. The recent changes in the Arctic create numerous areas of interest for the United States, largely driven by national security and economic goals. Given the multiple US interests in the Arctic, in January 2009, President George W. Bush published a national Arctic strategy: National Security Presidential Directive 66 - Homeland Security Presidential Directive 25 (NSPD 66/HSPD 25). Thereafter, numerous departments and agencies developed their supporting Arctic strategies and conducted studies, assessments, and research. However, the United States has failed to put forth the effort and funding necessary to implement its national strategy as laid out by NSPD 66/HSPD 25. An examination of the national policy, along with the various department and agency policies, exposes the intricacies and shallowness of the different assorted Arctic policies. Finally, a detailed assessment of actions taken by US Government departments and agencies in the seven areas laid out in the USG policy, reveals poor overall implementation of policy, which if not corrected, will leave the US militarily, politically, environmentally, and economically vulnerable in the Arctic.

Book excerpt: The Arctic region is experiencing rapid and extraordinary environmental changes, and several Arctic coastal nations have declared the Arctic a main strategic area due to vast resources, increased activity and unsolved disputes in territorial claims. This paper evaluates the U.S. Arctic policy, and considers whether it is aligned with Norwegian policy for the region. The content of U.S. and Norwegian policy documents are very much aligned, but the implementation of the policies differ between the nations. Norway has invested extensively in Arctic defense capabilities and increased its military activity in the region, while the United States to a limited degree follows up its stated policy objectives. The two nations have the same approach to international cooperation in the region, but the United States has not ratified the UNCLOS. To sustain its global leadership and to ensure stability in the Arctic, the United States should revitalize its Arctic policy and make sure NATO addresses the potential Arctic security challenges.

Book excerpt: Since World War II, the Arctic has been a region of geostrategic importance to the United States. As unprecedented environmental transformation occurs in the Arctic, this region will increase in significance. When historians look back at this critical opportunity to develop U.S. Arctic policy, we do not want the question to be posed, “Who lost the Arctic?” but rather, “How did the United States win the Arctic?” Crafting U.S. policy toward the Arctic, however, is a complex and challenging undertaking. Arctic policy must respond to the economic, environmental, security, and geopolitical concerns that confront the region. When the Barack Obama administration came into office in January 2009, it accepted and left unchanged the recently adopted Arctic strategy of the George W. Bush administration. In its second term, it is now time for the Obama administration to enhance U.S. Arctic policy by updating and prioritizing National Security Presidential Directive 66/Homeland Security Presidential Directive 25 (NSPD-66/HSPD-25), improving interagency cooperation, enhancing U.S. international and public diplomacy related to the Arctic, and increasing the focus of senior U.S. officials. These activities must begin now if the United States is to prepare for and fully maximize its chairmanship of the Arctic Council beginning in 2015.

The U.S. has yet to commit to its role as an Arctic nation. The U.S. Arctic lacks infrastructure such as a deep-water port, a joint military base, and additional heavy icebreaker assets. Additionally, there is no lead agency that has authority and funding to carry out U.S. Arctic objectives. Under the current state of affairs, the U.S. is vulnerable to security, economic, and sovereignty issues in the Arctic.
