When the act was being considered by Congress, I expressed my concern that many provisions of the bill, and most particularly the SES, opened the door to the political manipulation of the career civil service. I must say that the events of the past 2 weeks have done nothing to assuage my fears. It is the responsibility of this Congress and specifically of this committee, to assure the American public that federally mandated programs are administered impartially and that decisions are based on administrative principles, not politics. It is the responsibility of this committee to assure career Government employees that they are going to be evaluated on the basis of job performance, not political performance. It is the responsibility of this committee to be constantly aware that the mere perception of political manipulation of the bureaucracy on the part of career civil servants or the public could cause great damage to our administrative capability, as well as our basic governmental structure. I intend to make certain that this subcommittee upholds its responsibilities in these areas. I believe it is crucial that the members of this subcommittee, the American public and career civil service have a clear understanding of how the SES is actually being implemented"--Page 1.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO investigated the Navy's implementation of its Senior Executive Service (SES) rotation program. GAO found that the: (1) program requires the Navy to rotate SES employees after they have held a position for 5 years; (2) Navy granted 30 permanent exemptions and 10 temporary waivers from mandatory rotation in view of unique skills, program needs, or personal circumstances; and (3) Navy plans to evaluate the program. GAO also found that: (1) the Navy began the program before providing SES members with information on its implementation; (2) although 65 percent of the 360 SES members polled believed that the information they eventually received was adequate, some did not completely understand the program's operation; (3) about 48 percent opposed the program, with technically skilled members more opposed than those with managerial skills; (4) many members were concerned about the program's sensitivity to individual needs; and (5) members cited career limitations and decreased morale as the most likely program disadvantages and a broader perspective of Navy activities and management flexibility as the most likely advantages.
