Energy services and resources, as well as seasonal demand, will be increasingly affected by changing trends, increasing variability, greater extremes and large inter-annual variations in climate parameters in some regions. All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.

Book excerpt: Legionnaires' disease, a pneumonia caused by the Legionella bacterium, is the leading cause of reported waterborne disease outbreaks in the United States. Legionella occur naturally in water from many different environmental sources, but grow rapidly in the warm, stagnant conditions that can be found in engineered water systems such as cooling towers, building plumbing, and hot tubs. Humans are primarily exposed to Legionella through inhalation of contaminated aerosols into the respiratory system. Legionnaires' disease can be fatal, with between 3 and 33 percent of Legionella infections leading to death, and studies show the incidence of Legionnaires' disease in the United States increased five-fold from 2000 to 2017. Management of Legionella in Water Systems reviews the state of science on Legionella contamination of water systems, specifically the ecology and diagnosis. This report explores the process of transmission via water systems, quantification, prevention and control, and policy and training issues that affect the incidence of Legionnaires' disease. It also analyzes existing knowledge gaps and recommends research priorities moving forward.

The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure. The Memorandum contained the first set of Guiding Principles - overarching environmental performance goals - for new Federal buildings. The 2006 Guiding Principles addressed reducing energy and water use, conserving resources, minimizing waste, protecting indoor air quality, and requiring the use of integrated teams during the design, construction, and operation of new Federal facilities. An updated set of Guiding Principles, called "High Performance and Sustainable Buildings Guidance," December 2008, contained "Guiding Principles for Sustainable New Construction and Major Renovation" and "Guiding Principles for Sustainable Existing Buildings." Previous Executive Orders (E.O.) 13423 (2006) and 13514 (2009) recognized green buildings as a key component in efforts to reduce environmental impacts, cut greenhouse gas (GHG) emissions, and lower the operating costs at Federal facilities. E.O. 13693, Planning for Federal Sustainability in the Next Decade, March 19, 2015, reaffirmed Federal green building efforts and called for revised Guiding Principles to reflect progress in green building design, construction, and operation practices; broaden considerations around protecting occupant health, wellness, and productivity; and address climate change risks.
