Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

(1) How does local political competition and the characteristics of the elected officials matter for the implementation of the National Rural Employment Guarantee Scheme (NREGS)? (2) Is there local capture of the benefits from the scheme? (3) What role does reservation for caste and gender in political positions play in the implementation of the scheme. (4) Do center-state linkages have a role to play in how NREGS is implemented across states? To answer these questions, this paper reviews the relevant literature and finds avenues for future research. It provides some strategies to do empirical work on the four issues highlighted. The paper also provides evidence on some indicators of NREGS implementation across states and suggests that there may be some link between centre-state alignment and NREGS implementation.

Book excerpt: This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

The purpose of this study is to understand the impact of above said program in HARTI village of GADAG district in Karnataka state. The study was conducted in the month of October 2018. In MGNREGA program Grama panchayat plays an important role in monitoring, executing and implementing the scheme as per guidelines issued by the government of Karnataka. Further Gram Panchayat conducts Gramasabha, prepares the work plan, Job card registration for the unskilled job seekers in the Panchyat limits, issuing job card, creating awareness for work demand, allocating work to job card holder, payment of wages and maintaining relevant records. In this study, the standard questionnaire was used to collect the primary information from the respondents of the HARTI village in Gadag District. The respondents were the job card holders issued the Gram panchayat and have worked at least once under the MGNREGA program in the HARTI village panchayat. The study was concluded with the significant impact of MGNREGA program on improvement of socio-economic status of the unskilled workers in the village and also contributed to the non- migration of village unskilled workers to urban areas.
