Available in PDF, EPUB and Kindle. Book excerpt: "There can be no two opinions about the high worth of the volumes for which the editors, contributors and publishers earn kudos. It also needs no mention that the volumes would greatly enrich any public and private library." --Asian Economic Review "This volume on land reforms in Bihar is a welcome addition to the realistic and analytical literature focusing on institutional constraints of this agriculturally stagnating state1⁄4. The main attraction of the volume is that contributors in this edited volume have been drawn from academics, bureaucracy and above all from the field of social work and activists. Thus, the cross-currents of conceptual ideas, administrative experiences and field exposures of academicians, administrators and activists respectively keep the analysis and discussion related to different dimensions of land reforms in Bihar quite alive and realistic." --Indian Journal of Public Administration This is the first volume in a major series which studies the status of land reforms throughout the country. Land Reforms in India focuses on Bihar and contains original essays by scholars, activists, and administrators who have an in-depth knowledge of the current situation regarding land reforms in this state. Using both field-level primary data and secondary sources such as land records, this volume focuses on four major issues: land ceiling laws, the status of tenant-cultivators, the progress in the allotment of government lands to the poor and landless, and the problem of tribal lands and forest rights. "It was very thoughtful of the editors to combine the papers which summarised the findings of the IAS probationers with the writings of more mature and knowledgeable scholars. The LBS National Academy of Administration should be commended for bringing out this volume which unravels the complexity of Bihar's rural scene in general, and implementation of land reforms in particular." --The Indian Journal of Social Science "Bihar, a state of fertile land and rich in mineral resources, is becoming more and more backward day by day.... The Zamindari system has been abolished but its follow-up reforms have not been implemented. Therefore, this book is important. This book consolidates the various problems, loopholes, weaknesses and suggestions facing land reforms in Bihar. It is a valuable addition to the subject." --Indian Journal of Agricultural Economics "Takes a critical look at land reforms in Bihar....The volume, provides both macro and micro level insights into the understanding of the various dimensions of institutional constraints that have stalled the effective implementation of land reforms." --Deccan Herald The book provides a holistic view of several programmes pertaining to land reforms. . . . It also presents issues from the perspective of political economy." --World Agricultural Economics and Rural Sociology Abstracts "There can be no two opinions about the high worth of the volumes, for which the editors, contributors and publishers earn kudos. Book Agrarian Crisis in India

Download or read book Agrarian Crisis in India written by F. Tomasson Jannuzi and published by University of Texas Press. This book was released on 2014-07-03 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although much has been written on agrarian reforms in India, there are few in-depth studies of specific states and none concerning the relevance of agrarian reforms to the economic development and political stability of Bihar— a state containing one-tenth of the people of India, a population comparable in magnitude to that of the United Kingdom or France. F. Tomasson Jannuzi's field research in Bihar, beginning with village-level surveys and interviews in 1956 and extending through repeated visits through August 1970, has enabled him to provide a unique perspective on events and issues associated with the continuing struggle to transform Bihar's agrarian structure. Agrarian Crisis in India is at once a history of post-independence agrarian reforms in an important state of India, a detailed critique of the statutory loopholes that have frustrated successive land-reform measures, and a penetrating analysis of the economic, political, and social implications of the failure of agrarian reforms to be implemented in twentieth-century Bihar. The author's analysis of the case of Bihar provides insights not only into the agrarian crisis in Bihar but also into other agrarian societies in the midst of social and economic transformation. Experts in the field of economic development traditionally have held that the goals of increased production and distributive justice must be approached in sequence. It has been considered almost axiomatic that economic growth will result initially in growing inequalities among classes within a region and among regions within a country. Professor Jannuzi suggests that in Bihar a compelling alternative to this conventional wisdom is an economic-development strategy based on the recognition that the agricultural-production and distributive-justice goals are inseparable and must be addressed simultaneously. He suggests that economic growth in rural Bihar may become impossible if distributive justice continues to be denied to significant sections of the peasantry and, conversely, that distributive justice will prove an illusory target unless economic growth can be assured. Professor Jannuzi recommends the implementation of specified agrarian reforms in Bihar as the prerequisite for meeting the agricultural-production and distributive-justice goals.

Land Reforms in India, Volume 2, focuses specifically on the state of Rajasthan and contains original essays by scholars, activists, and administrators who have in-depth knowledge of the current situation regarding land reforms in this state. The contributors look at six major issues including: land reforms and economic development, implementation of tenancy reforms, status of land ceiling, allotment of government and community lands, computerization of land records, and protection of land and forest rights of the tribals. Land Reforms in India, Volume 2, provides a holistic view of the several programs pertaining to land reforms and also presents issues from a political economy perspective. Avoiding the use of jargon, it brings together the combined knowledge and experience of administrators, experts, and activists to highlight issues from a legal, administrative, and personal point of view. With its admirable presentation of the ground realities, this volume will serve as a sound basis to initiate remedial measures. As such, students of land reform and agrarian change, policy studies, and political economy studies will benefit from reading this volume. In addition, state and central government officials dealing with programs for the rural poor, and others interested in areas such as the political economy of agriculture, problems of rural development, agricultural labor, and social welfare, will find this book of tremendous interest.
