Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. Book excerpt: This thesis argues that organizational power impacts the development and implementation of Information Systems (IS) Security policy. The motivation for this research stems from the continuing concern of ineffective security in organizations, leading to significant monetary losses. IS researchers have contended that ineffective IS Security policy is a precursor to ineffective IS Security (Loch et al. 1992; Whitman et al. 2001; David 2002; Solms and Solms 2004). Beyond this pragmatic aspect, there is a gap in the literature concerning power relationships and IS Security policy. This research intends to bridge the gap. The dissertation is a two phased study whereby the first phase seeks to understand the intricacies of IS Security policy formulation and implementation. In the first phase, a conceptual framework utilizes Katz's (1970) semantic theory. The conceptual framework provides the theoretical foundation for a case study that takes place at an educational institution's Information Technology (IT) Department. In the results, it is confirmed that a disconnect exists between IS Security policy formulation and implementation. Furthermore, a significant emergent finding indicates that power relationships have a direct impact on this observed disconnect. The second phase takes place as an in depth case study at the IT department within a large financial organization. The theoretical foundation for the second phase is based was Clegg's (2002) Circuits of Power. A conceptual framework for this phase utilizes this theory. This framework guides the study of power relationships and how they might affect the formulation and implementation of IS Security policy in this organization. The case study demonstrates that power relationships have a clear impact on the formulation and implementation of IS security policy. Though there is a strong security culture at the organization and a well defined set of processes, an improvement in the process and ensuing security culture is possible by accounting for the effect of power relationships.

Book excerpt: Theories of resistance to management information systems are important because they guide the implementation strategies and tactics chosen by implementors. Three basic theories about the cause of resistance underlie many prescriptions and rules for MIS implementation. Simply states, these theories are: that people resist because of factors internal to them, that poor system design causes people's resistance, and that resistance is caused by the interaction of specific system design features with aspects of the organizational context of system use. These theories differ in their basic assumptions about systems, organizations and resistance; they also differ in predictions that can be derived from them and in their implications for the implementation process. This article describes these differences and begins the task of evaluating the theories on the bases of the differences. Data from an actual case study are used to illustrate the theories and to demonstrate the superiority, for implementors, of the interaction theory.

As the informational state replaces the bureaucratic welfare state, control over information creation, processing, flows, and use has become the most effective form of power. In Change of State Sandra Braman examines the theoretical and practical ramifications of this "change of state." She looks at the ways in which governments are deliberate, explicit, and consistent in their use of information policy to exercise power, exploring not only such familiar topics as intellectual property rights and privacy but also areas in which policy is highly effective but little understood. Such lesser-known issues include hybrid citizenship, the use of "functionally equivalent borders" internally to allow exceptions to U.S. law, research funding, census methods, and network interconnection. Trends in information policy, argues Braman, both manifest and trigger change in the nature of governance itself.After laying the theoretical, conceptual, and historical foundations for understanding the informational state, Braman examines 20 information policy principles found in the U.S Constitution. She then explores the effects of U.S. information policy on the identity, structure, borders, and change processes of the state itself and on the individuals, communities, and organizations that make up the state. I am pleased that two people with whom I have had the pleasure to work were finally able to do so. Since I have always been a bit of an evangelist, I feel pride when my "students" become recognized "teachers". In the early years of SGML we struggled to define a language that would bring the information to its rightful place. We succeeded. Then we had to explain these idea to technical adoptors. Again, I think we have succeeded. We have learned much about SGML in the process of implementing it. These experiences must now also be shared, along with comprehensible information on the lan guage itself. The word must move out of the lab and the computer center and reach the business people, the users, the movers and shakers. The next generation will do things with SGML that we can't even imagine yet- it is that versatile.

The study drew on price and national accounts data from 20 economies in Asia and the Pacific. It used a “reduced information” approach to generate more firmly based estimates of PPPs, price level indexes, and measures of real (PPP-based) expenditures than conventional extrapolation methods would obtain. The results include PPP-based gross domestic product and its major aggregates of individual consumption expenditure by households and nonprofit institutions serving households, government final consumption expenditure, gross fixed capital formation, changes in inventories and acquisitions less disposals of valuables, and balance of exports and imports.

The authorities of Columbia have strong powers to manage weak and failing financial institutions and a track record of using them. Colombia’s resolution regime, however, has shortcomings with respect to standards set in the key attributes. Important resolution powers are not available to the authorities, the regime does not emphasize minimizing the exposure of taxpayers to loss, and taking resolution actions does not hinge on an assessment of non-viability. However, Columbia has a large and diversified financial system compared with peer countries, with significant cross-border institutions and large mixed function conglomerates.
