Book excerpt: The impacts of climate change are already manifesting, and municipalities (both small and large) across the globe are attesting to this fact based on the increase and frequent changes in precipitation and temperatures, causing flooding, and storms in their locality. As a result, municipalities are implementing a myriad of actions to adapt to such impacts. Using a case study approach, the study used three small-size municipalities (population under 10,000) in western Newfoundland to ascertain the process they follow to implement adaptation measures, the role of multi-level governance in climate change adaptation and barriers they encounter to adapt to climate change. The findings from the study identified climate impacts in these municipalities, which included flooding, riverbank erosion and coastal erosion. The study found that climate impacts experienced differ among municipalities and so were the measures taken to minimise them. The municipalities under study did not have municipal adaptation plans to provide defined processes or steps to adapt to climate change. These municipalities instead used reactive methods to adapt to climate change. Regarding the role of multi-level governance, the study found that municipalities had direct relationships with the provincial government and that these relationships were most often perceived to hinder municipalities' attempts to implement projects of high priority in the community. Some of the barriers identified in this study include the lack of funding for municipal adaptation projects, inadequate human resources to take on climate adaptation responsibilities and a lack of awareness and political interest. To overcome these barriers recommendations suggested included streamlining access to funding and intensifying public participation and education.

There is now a growing need for multi-disciplinary research and for the science of climate change to be usefully translated for policy-makers.Until very recently, scientific and policy emphasis on climate change has focused almost exclusively on mitigation efforts: mechanisms and regulations to reduce greenhouse gas emissions. The success of such efforts to date is debatable. In fact, the impact of ever more stringent emission control programmes could potentially have enormous social consequences. Little effort has been expended on the exploration of a systematic evaluation of climate stabilization benefits or the costs of adapting to a changed climate, let alone attempting to integrate different approaches. There is an increasing recognition that the key actors in the climate crisis also need to be preparing for change that is unavoidable. This has resulted in a greater consideration of vulnerability and adaptation.The book, based on the research programme "Vulnerability, Adaptation and Mitigation" (VAM) which ran from 2004 to 2010, funded by the Netherlands Organisation for Scientific Research (NWO), presents a cluster of case studies of industries, communities and institutions which each show how vulnerability, adaptation and mitigation analyses can be integrated using social behavioural sciences. Each chapter makes specific recommendations for the studied industry sector, community or institution, analyses the latest research developments of the field and identifies priorities for future research. The book argues that the inherent complexity of climate change will ultimately require a much more integrated response both scientifically – to better understand multiple causes and impacts – as well as at the scientific/policy interface, where new forms of engagement between scientists, policy-makers and wider stakeholder groups can make a valuable contribution to more informed climate policy and practice.The book is particularly timely as the scientific research and policy debate is shifting from one of problem-framing to new agendas that are much more concerned with implementation, the improvement of assessment methodologies from a multi-disciplinary perspective, and the reframing of current scientific understanding towards mitigation, adaptation and vulnerability. Climate change can have catastrophic impacts in numerous cities across the world. It is time for us to react – quickly and effectively. The European Community (EC) has been leading the fight against climate change, making it one of its top priorities. We have introduced the most ambitious targets of their kind, known as the “20/20/20 by 2020” initiative within the “Climate Action and Renewable Energy Package.” As a result, European Member States have taken on a commitment to curb their CO emissions by at least 20% by 2020. 2 These targets are indeed commendable; however, they are only the start if we are to avoid the consequences of global warming. Whilst top level coordination from the European Institutions and Member State governments is vital, the role of mitigating and adapting to climate change at local level must not be forgotten. In fact, here cities, regions and their citizens play a significant a role. It is therefore vital they become directly involved in the climate change challenge. The European Commission therefore launched in 2008 a new initiative, the Covenant of Mayors, which brings together a network of European mayors in a voluntary effort to go beyond the European Union’s already ambitious targets. Half of our greenhouse gas emissions (GHGs) are created in and by cities.
