Book excerpt: We reviewed the department's approach to information sharing with state and local fusion centers. Our objectives were to determine (1) the effectiveness of DHS' strategy, processes, and activities for facilitating information sharing with fusion centers; and (2) the extent to which information technology systems support information sharing between the department and these centers. DHS has made progress in its efforts to improve information sharing with fusion centers. Fusion center personnel indicated that information sharing had improved over time and the information received from the department met their needs primarily due to the deployment of DHS intelligence officers to the centers. As a result of improved information sharing, fusion centers have successfully collaborated with the department during numerous large-scale events and maintained situational awareness after attempted terrorist attacks or other incidents. However, DHS component collaboration in the information sharing process needs improvement, and some intelligence products could better meet state and local needs. In addition, information technology systems do not fully support information sharing between DHS and state and local fusion centers. Specifically, fusion center personnel make limited use of information sharing systems and instead rely on emails for situational awareness and intelligence sharing. Personnel from fusion centers identified challenges with limited system content and usability, as well as the existence of too many federal systems and no ability to conduct comprehensive or simultaneous searches across multiple systems or department databases.

Nevertheless, work remains as the terrorist threats facing the country have evolved in the last ten years, and continue to change. Following 9/11, the federal government moved quickly to develop a security framework to protect our country from large-scale attacks directed from abroad, while enhancing federal, state, and local capabilities to prepare for, respond to, and recover from threats and disasters at home. A key element of this framework included the creation of the Department of Homeland Security (DHS) in March, 2003, bringing together 22 separate agencies and offices into a single, Cabinet-level department. Created with the founding principle of protecting the American people from terrorist and other threats, DHS and its many partners across the Federal government, public and private sectors, and communities throughout the country have strengthened the homeland security enterprise to better mitigate and defend against dynamic threats. Many of the features of this new, more robust enterprise align with – and respond to – recommendations contained in the 9/11 Commission Report, released in July 2004 to assess the circumstances surrounding 9/11 and to identify ways to guard against future terrorist attacks. In recognition of the 9/11 Commission Report and the tenth anniversary of 9/11, this report describes how DHS has addressed specific 9/11 Commission recommendations over the past ten years, making America stronger and more resilient. While challenges remain, the Department continues to focus on minimizing risks while maximizing the ability to respond and recover from attacks and disasters of all kinds. This is a challenge that the men and women of DHS commit themselves to everyday.

At the end of FY 2004, the Dept. of Homeland Security (DHS) had about 28,100 personnel assigned to patrol U.S. land borders and inspect travelers at air, land, and sea Points of Entry (POEs), with a total security cost of about $5.9 billion. At the end of FY 2011, DHS had about 41,400 personnel assigned to air, land, and sea POEs and along the borders, with a total security cost of about $11.8 billion. DHS has reported that these resources have contributed to stronger enforcement efforts on the border. However, challenges remain to secure the border. This statement addresses some of the key issues and recommendations GAO has made in the following areas: (1) DHS's efforts to secure the border at and between POEs; (2) DHS interagency coordination and oversight of border security information sharing and enforcement efforts; and (3) DHS management of infrastructure, technology, and other assets used to secure the border.
