Or, ni les Africains ni les Occidentaux n'envisagent de laisser le continent errer à ses atavismes et à son sous-développement ; il faut donc trouver un discours et des dispositifs qui servent d'interface entre les pourvoyeurs de financements et leurs récepteurs. C'est à cela que tient l'essentiel du discours sur la " bonne gouvernance ", dont l'objectif est de faire converger, par des " règles de bonne conduite ", les comportements des salariés et les intérêts de l'entreprise. De part et d'autre, les malentendus peuvent être nombreux sur ce que chacun nomme une " bonne pratique " et sur les conditions par lesquelles les uns et les autres jugent possible de réussir la gestion d'une entreprise capitalistique. Se pose alors, dans la vie quotidienne, une exigence de dialogue et d'argumentation, pour reformuler les bases même de cette " bonne gouvernance ". Notre travail a consisté à enquêter, sur le terrain, auprès de deux entreprises privatisées camerounaises (AESSONEI. et CAMRAIL) pour voir de quelle façon et avec quelles logiques les différents acteurs et parties prenantes du management s'organisent pour donner sens à cette notion. Et comment le sens qu'ils en tirent est déterminant dans la réception (positive ou négative) des entreprises qui s'installent dans leur univers.

Whereas the first generation of development policy was based on the assumption that humans make decisions deliberatively and independently, and on the basis of consistent and self-interested preferences, recent research shows that decision making rarely proceeds this way. People think automatically: when deciding, they usually draw on what comes to mind effortlessly. People also think socially: social norms guide much of behavior, and many people prefer to cooperate as long as others are doing their share. And people think with mental models: what they perceive and how they interpret it depend on concepts and worldviews drawn from their societies and from shared histories. The World Development Report 2015 offers a concrete look at how these insights apply to development policy. It shows how a richer view of human behavior can help achieve development goals in many areas, including early childhood development, household finance, productivity, health, and climate change. It also shows how a more subtle view of human behavior provides new tools for interventions. Making even minor adjustments to a decision-making context, designing interventions based on an understanding of social preferences, and exposing individuals to new experiences and ways of thinking may enable people to improve their lives. The Report opens exciting new avenues for development work. It shows that poverty is not simply a state of material deprivation, but also a tax ? on cognitive resources that affects the quality of decision making. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.
