It does appear that, with development becoming the core strategic, and therefore defensive, concern, China's security concern overseas is becoming inseparable from its concern with domestic security. Does this not also raise the prospect that certain military activities overseas might be initiated by China that China might characterize as purely "defensive" because an overseas event was having a unsettling effect on China's domestic stability and security? Might not China consider and portray such initiatives as Just and Legal? Topics and subjects include the expansion of the Chinese military and Maoist policy. The paper argues that China's 2006 Defense White Paper not only explains the importance of China's continuing military buildup but also lays the theoretical foundation of a new defense policy that seems to amount to nothing less than imperialism. It further argues that this change in policy has been brought about primarily by real changes in China's "state interests." These changes have been brought about by China's having entered a new era/stage of development that entails a new relationship to the outside world. This explanation will resolve the seeming paradox that as China's comprehensive national strength continues to increase and as the military threat to China continues to decrease China feels such a powerful need not only to continue but to accelerate the world's largest and most comprehensive military modernization. This paradox is occurring as the international system accelerates toward real multipolarity, as the recent financial crisis in the United States has ordained an eventual decrease in its military budget and lessening of its global influence, and as China seems to skate through the recent international financial crisis. Book excerpt: China’s history in the nineteenth and early twentieth centuries has often been framed as a long coda of imperial decline, played out during its last dynasty, the Qing. Quest for Power presents a sweeping reappraisal of this narrative. Stephen Halsey traces the origins of China’s great-power status in the twentieth century to this era of supposed decadence and decay. Threats from European and Japanese imperialism and the growing prospect of war triggered China’s most innovative state-building efforts since the Qing dynasty’s founding in the mid-1600s. Through a combination of imitation and experimentation, a new form of political organization took root in China between 1850 and 1949 that shared features with modern European governments. Like them, China created a military-fiscal state to ensure security in a hostile international arena. The Qing Empire extended its administrative reach by expanding the bureaucracy and creating a modern police force. It poured funds into the military, commissioning ironclad warships, reorganizing the army, and promoting the development of an armaments industry. State-built telegraph and steamship networks transformed China’s communication and transportation infrastructure. Increasingly, Qing officials described their reformist policies through a new vocabulary of sovereignty—a Western concept that has been a cornerstone of Chinese statecraft ever since. As Halsey shows, the success of the Chinese military-fiscal state after 1850 enabled China to avoid wholesale colonization at the hands of Europe and Japan and laid the foundation for its emergence as a global power in the twentieth century.

Book excerpt: Focusing on Disney’s production of Shanghai Disneyland, this book examines how the Chinese state and the local market influence Disney’s ownership and production of the identities and the representations of Shanghai Disneyland. Qualitative methods are here applied to combine both primary and secondary data, including document analysis, participant observation, and in-depth interviews. Shanghai Disneyland is purposely created to be different from the other Disneylands, under the “authentically Disney and distinctly Chinese” mandate. In order to survive and thrive in China, Disney carefully constructs Shanghai Disneyland as Disneyland with Chinese characteristics. Previous studies tend to link Disney with cultural imperialism; however, this book argues that it is not imperialism but glocalization that promotes a global company’s interests in China. In particular, the findings suggest state-capital-led glocalization: glocalization led by economic capital of the state (direct investment) and economic capital with the state (market potential). Furthermore, the four categories of glocalization with different conditions, considerations, and consequences illustrate various global–local dynamics in the process of a global formation of locality. The Glocalization of Shanghai Disneyland will appeal to students and scholars of sociology, communication studies, business studies, and Asian studies more broadly.

Book excerpt: Remaking the Chinese Empire examines China's development from an empire into a modern state through the lens of Sino-Korean political relations during the Qing period. Incorporating Korea into the historical narrative of the Chinese empire, it demonstrates that the Manchu regime used its relations with Chosŏn Korea to establish, legitimize, and consolidate its identity as the civilized center of the world, as a cosmopolitan empire, and as a modern sovereign state. For the Manchu regime and for the Chosŏn Dynasty, the relationship was one of mutual dependence, central to building and maintaining political legitimacy. Yuanchong Wang illuminates how this relationship served as the very model for China's foreign relations. Ultimately, this precipitated contests, conflicts, and compromises among empires and states in East Asia, Inner Asia, and Southeast Asia – in particular, in the nineteenth century when international law reached the Chinese world. By adopting a long-term and cross-border perspective on high politics at the empire's core and periphery, Wang revises our understanding of the rise and transformation of the last imperial dynasty of China. His work reveals new insights on the clashes between China's foreign relations system and its Western counterpart, imperialism and colonialism in the Chinese world, and the formation of modern sovereign states in East Asia. Most significantly, Remaking the Chinese Empire breaks free of the established, national history-oriented paradigm, establishing a new paradigm through which to observe and analyze the Korean impact on the Qing Dynasty.
