Based on extensive research in the southern African region and on interviews with the ZANU and ZAPU leaders in exile during the war, this study is an analysis of the crucial support given to the Zimbabwean nationalists by the five Frontline States-Angola, Botswana, Mozambique, Tanzania, and Zambia. The book begins with a summary of the variable relations among the Frontline States and between those states and the Zimbabwean nationalists. More than once, Frontline governments put Zimbabwean nationalists in their own jails as tensions arose over leadership, conduct of the war, and terms for peace. Yet the Frontline States maintained their support in spite of the extremely high cost to their own economic development. How could these weak and economically dependent states confront the dominant interests in the region? Was Lancaster House simply a capitulation to imperialist interests, a constitution forced on the nationalists by the beleaguered Frontline States? This theoretical analysis addresses the complexity of these questions and suggests lessons for the current struggles in Namibia and in South Africa. Further, Dr. Thompson discusses the formation of the Southern African Development Coordination Conference (SADCC) as an attempt to transform the Zimbabwean political victory into regional economic cooperation. This study of the political and economic background of Zimbabwean independence is important not only to those concerned about Zimbabwe and southern Africa, but also to those interested in the nature of liberation struggles and in the role of the state in developing countries.

Kofa's analysis, however, is equally significant for United States history because it was on Greek soil that American counterinsurgency, pacification, and containment tactics were evolved, tested, and later applied elsewhere in the Third World. Those who seek meaningful reappraisal rather than beguiling rationalization might well begin with this study, solidly grounded on all available sources. It presents a revisionist perspective regarding both the economic and the political development of Greece under American tutelage. The declared objective of the economic aid was to avoid restructuring of the Greek economy, and to preserve Greece as an exporter of raw materials and an importer of manufactured goods. Kofas asserts that an alternative program similar to that of the northern Balkan countries was feasible, and that failure to undertake such a program is vulnerable of today's Greek economy. Likewise in the political realm, Kofas rejects the Washington dogma that Greece has to be in either the Soviet or the American camp, and therefore must be in the latter. Kofas proposes as a &"plausible alternative&" a social-demographic regime that, in addition to socioeconomic reforms at home, could have pursued abroad a pro-Greek rather than a pro-Soviet or pro-American course. The victory of the American-supported forces in Greece obscured this alternative vision for decades. Yet it was persistently propounded, in the face of discouraging odds, by a variety of centrist and leftist leaders. With the coming to office of Andreas Papandreou, this vision has become official policy in Athens. Furthermore, assorted versions of this alternative strategy are cropping up globally, which is the underlying reason why the Third World today is out of control. And also why superpower doctrines and projects not recognizing this indisputable and irreversible fact are experiencing difficulties as embarrassing as they are predictable. It covers the entire five-century-long relationship between the peoples of Angola and Portugal. Portuguese imperial thinkers asserted that they were unique among European colonizers in their ability to establish and maintain egalitarian and non-discriminatory relationships with tropical peoples. This concept was elevated to a philosophical plateau and given the name Lusotropicalism. Propagated with fervor by Portuguese colonial thinkers, Lusotropical doctrines were widely accepted as being valid by twentieth-century diplomats and political thinkers in both Europe and the United States, many of whom believed that Portuguese colonialism in Africa would continue indefinitely. The evidence presented in this work indicates that Portuguese rule in Angola was deeply racist. This conclusion is based on a considerable body of data gleaned from archival sources, personal collections, and systematic interviewing of racially diverse Angolans and Portuguese functionaries in the colonial administration and the private sector. Special emphasis is placed on devices that the Portuguese used to delude themselves and others about the realities of their attitudes and behavior as ruling elites. The study concludes with an assessment of the impact of Lusotropical myths on independent Angola.
