Although the accepted grand strategy of the war was the defeat of Germany first, the sweep of Japanese victory in the weeks and months after Pearl Harbor impelled the United States to move as rapidly as it could to stem the enemy tide of conquest in the Pacific. Shocked as they were by the initial attack, the American people were also united in their determination to defeat Japan, and the Pacific war became peculiarly their own affair. In this great theater it was the United States that ran the war, and had the determining voice in answering questions of strategy and command as they arose. The natural environment made the prosecution of war in the Pacific of necessity an interservice effort, and any real account of it must, as this work does, take into full account the views and actions of the Navy as well as those of the Army and its Air Forces. The Japanese lacked realistic strategic objectives for the offensive, and the Imperial Japanese Army (IJA), which was trained and equipped to fight the Soviet Army on the plains of Manchuria, had neither sufficient logistics structure nor appropriate equipment for a dispersed jungle campaign. Despite these severe strategic and operational failings, IJA tactical units achieved all of their objectives within six months. This study uses government documents, untranslated Japanese sources, and secondary works to examine the conscription system, training methods, equipment, and tactical doctrine that the IJA employed during the Centrifugal Offensive. The study concludes that the IJA’s aggressive training methods produced a skilled army that easily adapted to the unfamiliar jungle terrain of the Southwest Pacific. While the IJA’s equipment was usually ill suited for battle against the Soviets, Japanese emphasis on light weight unintentionally made the IJA’s standard issue items eminently suitable for jungle operations. Likewise, the IJA’s doctrine was ideal for a short, offensive jungle campaign. The Centrifugal Offensive provides evidence to the modern military leader that well-trained soldiers will adapt to unfamiliar situations without special training, and that junior leaders can learn initiative through instruction and conditioning.

These concurrent campaigns, conducted between July 1942 and February 1943, proved a critical turning point in the war being waged in the Pacific, as the advantage definitively shifted from the Japanese to the Americans. Key to this shift was the Allies seizing of the strategic initiative—a concept that Sean Judge examines in this book, particularly in the context of the Pacific War. The concept of strategic initiative, in this analysis, helps to explain why and how contending powers design campaigns and use military forces to alter the trajectory of war. Judge identifies five factors that come into play in capturing and maintaining the initiative: resources, intelligence, strategic acumen, combat effectiveness, and chance, all of which are affected by political will. His book uses the dual campaigns in New Guinea and the Solomon Islands as a case study in strategic initiative by reconstructing the organizations, decisions, and events that influenced the shift of initiative from one adversary to the other. Perhaps the most critical factor in this case is strategic acumen, without which the other advantages are easily squandered. Specifically, Judge details how General Douglas MacArthur and Admiral Chester Nimitz, in designing and executing these campaigns, provided the strategic leadership essential to reversing the tide of war—whose outcome, Judge contends, was not as inevitable as conventional wisdom tells us. The strategic initiative, once passed to American and Allied forces in the Pacific, would never be relinquished. In its explanation of how and why this happened, The Turn of the Tide in the Pacific War holds important lessons for students of military history and for future strategic leaders.
