And I speak with knowledge, for it has been my good fortune to assist in welcoming every minister of importance who has visited the Old Country from the Dominions since the memorable conference of 1888. I say memorable, because then, for the first time, statesmen of the Homeland and statesmen from oversea gathered together in the heart of the Empire to discuss the momentous and vital question of Imperial Defence. On that occasion it was, if I remember rightly, the military defence of the Empire that chiefly occupied the attention of the Conference. Nor will the subject of the relations between Canada and the West Indies be overlooked. But above and beyond all the purport Of Mr. Borden's visit is to confer with the authorities here on the all-important question of the Canadian contribution to the Navy. Before endeavouring to answer this question by examining the Report of the Conference, it is desirable to present a brief account of the official circumstances which led to this Conference. The movement for a closer organisation of the parts of the Empire for common purposes of government, defence, and trade, had long been occupying the attention of politicians both in Great Britain and the Colonies before the advent of Mr. Chamberlain to the office of Colonial Secretary in 1895 gave practical importance to the proposals. Not only had private associations in this country been educating public opinion upon the advisability of Imperial Federation, but as far back as 1874 Lord Carnarvon, on entering the Colonial Office, had definitely set himself to promote the federation of Colonial groups as a step towards the fuller federation. When Mr. Chamberlain became Colonial Secretary in 1895 directed all his energy to the promotion of this object. Events in Australia and, as he thought, in South Africa, were moving rapidly towards local federation, and the association of these groups in one great federal union appeared to him quite practicable. In this connection it is significant that the first goods train which passed over the line carried a ship ment of stores sent by the British Government for its naval stations on the Pacific. The Canadians are fully entitled to say, as Mr. Grant does The work is Imperial in mean ing as well as in magnitude, though the cost has been wholly defrayed by Canada. It is our contribution to the organisa tion and defence of the Empire. The effect which the railway will have upon trade remains to be seen. Undoubtedly it will be great and beneficial. Manitobans have great expectations of being able to export directly to Liverpool by Hudson's Bay, and of being thus independent of Chicago and Montreal alike. The British Columbians expect that a portion of the Asiatic trade will come their way, especially as the company that has built the road has announced its intention of putting on steamers to connect the Pacific terminus with the ports of Japan and China. As to the Australian trade, San Francisco is, no doubt, considerably nearer to Sydney than the British Columbian railway terminus; but the larger portion of the miscellaneous merchandise now sent from California to Australia can be just as readily provided in. Canada, while lumber, which is the staple cargo of outward-bound vessels to Australia, can be shipped at a far cheaper rate, and of a better quality, atburrard Inlet than at San Francisco. The advantages of the former port to steamers for coaling purposes can hardly be over-estimated; while the greater speed at which the trans-continental journey will be made over the Canadian line, owing to its lighter grades and better construction, and the unique fact that the entire stretch from sea to sea is under the control of one company, will fully compensate for the greater length of the Pacific sea voyage. Altogether, both Canada. And the Empire have occasion for congratulation on account of the construction Of the Canadian Pacific Railway. The notes are numerous and copious, but I trust they will commend themselves as not of the kind that paralyse the student's own mental activity by superseding the necessity for it; but rather as stimulating it by presenting suitable material in a workable form, and furnishing guidance in such a way as to lead to future independence. The material has of course been supplied in the first place by the text itself. This has been to a small extent supplemented, but chiefly elucidated and illustrated, by matter drawn from sources many of them inaccessible to the English reader. A not inconsiderable element may lay some claim to origi nality, and perhaps this will be the most valuable part of the book to the real student, because treating from the objective standpoint of the foreigner, specially of the Englishman, matters of idiomatic difficulty upon which only scattered hints are to be found in sources English or German. I may refer particularly to the notes on the particles, on the exact force, as felt in the original, of words like erst, z'ibrzlgms, vol lends, &c., and of certain familiar but peculiar modes of con ception and expression which are too completely ingrained in the consciousness of a native for him easily to make them the objects of analysis or of explanation to others. This new book shows how until 1944 U-boats operated as submersible torpedo craft which relied heavily on the surface for movement and charging their batteries. This pattern was repeated in WWII until Allied anti-submarine countermeasures had forced the Germans to modify their existing U-boats with the schnorkel. Countermeasures along also pushed the development of high-speed U-boats capable of continuously submerged operations. This study shows how these improved submarines became benchmark of the post-war Russian submarine challenge. Royal Navy doctrine was developed by professional anti-submarine officers, and based on the well-tried combination of defensive and offensive anti-submarine measures that had stood the press of time since 1917, notwithstanding considerable technological change. This consistent and holistic view of anti-submarine warfare has not been understood by most of the subsequent historians of these anti-submarine campaigns, and this book provides an essential and new insight into how Cold War, and indeed modern, anti-submarine warfare is conducted.
