With the advent of car-sharing services and ride-sharing companies, the transportation industry is experiencing a fundamental way in which people choose to travel. This particular thesis looks at the impact of these disruptive changes in transportation on the way people choose to travel, the car based vehicle miles travelled (VMT) and the national vehicle stock. In particular, this work tries to look at how people choose to make a travel decision when embarking on a particular trip and how that translates to an effect on the national level vehicle stock. When presented with a particular mode of travel, the most relevant aspects associated with that particular mode of travel were explored and evaluated. Each mode was evaluated based on cost, time and comfort associated with the mode. Multi-attribute utility theory was used to study and evaluate how people make decisions about mode choice when choosing a particular mode for a trip. This work tries to look at the impact of ride-sharing on modal changes and shits that result in a less or more use of personal car travel. Apart from the travel behavior associated with modes, this work also estimates impact of ride-sharing on the total vehicle usage in urban areas. Once the modal share of different modes was estimated, an overall passenger trip demand was generated at the national level. This trip demand was broken down into car-based trips and non-car based trips from the modal share result. Combined with occupancy assumptions, this passenger trip demand was converted into a car based VMT estimate. Finally, combining the car based vehicle miles travelled with the average vehicle utilization, the national vehicle stock was calculated. In order to measure the impact of these futuristic technologies on modal share, VMT and the national vehicle stock, scenario analysis was the method chosen. In order to have a reference case, a base case scenario was designed assuming the world remains as it is today and nothing changes. A series of progressive scenarios related to ride-sharing were then tested to gauge the impact of ride-sharing. It was found that ride sharing has the most significant impact in the urban areas for short trips. The national level vehicle stock in the year 2050 declined by approximately 1.0% in the improved ride-sharing scenario. Higher-electrification of vehicles along with improvements in ride-sharing did not decrease the stock further by much, as compared to just the improved ride-sharing scenario. In an aggressive scenario, with improved ride-sharing, improved transit and anti-car policies, the national level stock value in year 2050 declined by approximately 6% compared to the base case scenario. Finally, in the scenario with improved ride-sharing and higher autonomy, the national level VMT increased by 1.3%, but the vehicle stock declined by 9.9%. The results from this work can be further used to inform certain decisions regarding changing travel behaviors or explore questions related to higher level policy analysis.

Book excerpt: This thesis explores the possibility of reducing transportation emissions by reducing the growth of demand for travel in the United States light-duty vehicle fleet. Many government agencies seek to reduce the environmental and social ills associated with excess travel demand (e.g. congestion, reduced safety during travel, local pollution and noise, energy consumption, and climate change). These agencies have many tools at their disposal to reduce vehicle miles traveled (VMT) per capita - including encouraging compact mixed-use development, providing alternatives to single occupancy vehicle travel such as transit and biking and walking infrastructure, and restricting/regulating driving alone for instance by providing less parking. But the fastest way to reduce travel demand is through higher pricing that accounts for the externalities that drivers impose upon each other and society more broadly. The degree to which higher pricing can reduce travel demand is a function of two interrelated factors: 1) how high of a price increase is politically feasible to implement, and 2) the degree to which the driving public responds to the higher cost of driving. Both these factors vary over time. Given that carbon pricing and/or higher gas taxes are likely to take years to gain broader political acceptability, the future price elasticities of travel demand are just as relevant as today's elasticities. Therefore, this thesis focuses on the variability of price elasticity, the factors that explain this variation, and how these factors might change in the future. Using a diverse set of methods including literature review, semi-structured interviews, and odometer data, I find evidence that the magnitude of price elasticity is lower for vehicles of higher fuel economy, for vehicles further from the urban center, and for vehicles in lower income zipcodes. This is the first analysis I am aware of that evaluates the variation of the price elasticity of travel demand within a metro area, an approach that is important to the understanding the political feasibility of pricing and as a lens to the future effectiveness of pricing. It suggests that gas price increases will affect certain households in very different ways, with the most inelastic households simply paying more to maintain their lifestyle and the most elastic households pushed to make significant changes to their daily travel patterns and opportunities. These two types of impact may lead to different types of resistance to the policy. As for the future, the findings regarding fuel economy and distance to the urban center are particularly relevant, as we foresee society continues to become more metropolitan and the vehicle fleet is increasingly comprised of high fuel economy vehicles. Finally, the magnitude of price response suggested by both my interviews and my odometer data analysis suggests that price is still a significant determining factor in distance driven; therefore, policy that increases the cost of driving remains an important emissions reduction strategy.

Mobility as a Service (MaaS) also has a role to play in the transition towards truly sustainable mobility. But this is provided regulation guarantees that new mobility models complement and not substitute for public transport. European cities have been trying to enhance their mobility and transport systems, while reducing congestion, pollution, CO2 emissions, noise and accidents. Local transport policies across countries strive to encourage car drivers to switch to public transport, but with limited success. The authors of the report find that the lack of success of policies to encourage the switch to public transport is often due to the alleged trouble of using other transportation modes compared to the convenience of private cars. “If cities are to effectively reduce congestion and pollution, regulation of access to cities must change dramatically. Until now, the constraints on the use of cars have largely remained low”, explain the authors. “An approach promising individual time savings will not benefit the collective interest. To be efficient, policies should focus primarily on the rarest resource for the community: space. Transport authorities must intervene on the uses of roads, sidewalks and pedestrian zones. It is up to them to define the balance between the different uses of roads”. In addition, public authorities should significantly develop public transport systems that constitute a genuine, practical, fast, reliable, and affordable alternative. The lack of public transport in areas of disperse and low demand due to financial reasons also remains a critical issue to be addressed. The CERRE report also finds that new mobility services (such as shared cars or free-floating e-scooters) provide unprecedented opportunities to reduce the disutility users would face from simply switching from the private car to public or active transport. Mobility as a Service (MaaS) enables users to change their routines, discover the variety of mobility services available and to combine former and new mobility services. Shared mobility providers may complement public transport, especially by supplying first and last mile solutions, and by serving areas where public transport is not financially viable. However, unless ridesharing replaces solo trips by car at a large scale, the impacts on congestion, pollution and CO2 emissions are likely to be neutral at best. Urban mobility public authorities cannot neglect the opportunities brought by new mobility services. Public authorities have to be more ambitious. They have to enlarge their spectrum of mobility services that will, in a financially sustainable way, ease user life and foster alternatives to solo car use. But to effectively deal with new mobility services authorities must develop new skills in the data and platforms areas. Platforms, information services and ticketing are crucial to increase the number of users of urban mobility services. Although digitalisation cannot be considered a magic wand, it plays a critical role in achieving this transition to new mobility services. For MaaS to develop, Mobility data must be gathered under the umbrella of Metropolitan Transport Authorities, who are the only trusted party able to do so. “Policies for the use of roads should discourage the use of individual cars and incentivise ride sharing. As long as individual cars can move freely and on the same roads and use services in the same conditions as shared vehicles, it is unlikely that MaaS and shared mobility will be successful. In addition, public authorities need to modernise and grasps the opportunities that digitisation and data offer for the transition to a truly sustainable mobility”, conclude the authors.

These services are defined as informal transportation which operates between the public and individual private spheres. In Africa paratransit is characterized by low quality of vehicles and chaotic management but it also provides cheap, accessible and flexible transport solutions for the urban poor. It is typically poorly regulated and operates as a set of informal businesses. A common result of weak public sector regulation and a fare strategy in which owners claim a fixed daily revenue target and drivers who keep the variable balance as income, is destructive competition and poor quality of service. There is an incontrovertible case for improving the quality, reliability and coverage of public transport systems, and some city governments have attempted to do so by initiating reform projects that envisage the phased replacement of paratransit operations with formalised bus rapid transit systems. In this book the authors argue that there are, however, path dependencies and constraints that limit the possible extent of public transport system reform. Paratransit operations also have some inherent advantages with respect to demand responsiveness and service innovation. Attempts to eradicate paratransit may be neither pragmatic nor strategic. Two future scenarios are likely: hybrid systems comprised of both paratransit and formally planned modes; and systems improved by upgrades and strengthened regulation of existing paratransit services. The business strategies and aspirations of incumbent paratransit operators in three case cities – Cape Town, Dar es Salaam and Nairobi – are discussed, as well as their attitudes towards emerging public transport reform projects. International experiences of hybrid system regulation and paratransit business development are reviewed in order to explore policy options. The authors contend that policies recognising paratransit operators, and seeking contextually appropriate complementarity with formalised planned services, will produce greater benefits than policies ignoring their continued existence.

These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.
