This edition of The State of the World’s Forests is aimed at enhancing our understanding of how forests and their sustainable management contribute to achieving several of the SDGs. Time is running out for the world’s forests: we need to work across sectors, bring stakeholders together, and take urgent action. The State of the World’s Forests 2018 identifies actions that can be taken to increase the contributions of forests and trees that are necessary to accelerate progress towards the SDGs. It is now critical that steps be taken to work more effectively with the private sector, and the informal forest sector must be transformed in order to bring broader economic, social and environmental benefits. Seventy years ago, when FAO completed its first assessment of the world’s forest resources, the major concern was whether there would be enough timber to supply global demand; now we recognize the greater global relevance of our forests and trees. In recent decades however, human mobility has increased in numbers and scope and has helped fuel a global shift in the human population from predominantly rural to urban. Migration overall is a livelihood, investment and resilience strategy. It is affected by changes across multiple sectors and at varying scales and is affected by macro policies, transnational networks, regional conditions, local demands, political and social relations, household options and individual desires. Such enhanced mobility, changes in populations and communities in both sending and receiving areas, and the remittances that mobility generates, are key elements of current transitions that have both direct and indirect consequences for forests. Because migration processes engage with rural populations and spaces in the tropics, they inevitably affect forest resources through changes in use and management. Yet links between forests and migration have been overlooked too often in the literature on migration as well as in discussions about forest-based livelihoods. With a focus on landscapes that include tropical forests, this paper explores trends and diversities in the ways in which migration, urbanization and personal remittances affect rural livelihoods and forests.

Book excerpt: This report identifies the driving forces for reforestation in three villages of Northern Vietnam. Using an institutional analysis focused on the rules governing upland access and use, the authors assess the relative impact of state policies (reforestation programs and forestland allocation) on land use change. Findings show that the latter are indirectly responsible for reforestation, but not because of the incentives they provided. Instead, they disrupted the local rules governing annual crop cultivation and grazing activities leading to the end of annual cropping. Tree plantation was chosen by farmers as a last resort option. Lessons learned highlight the importance of local level studies and collective rules for land management.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: Climate change is expected to bring new challenges and opportunities for the livelihoods of rural communities in Uganda, where more than 80% of the population depends on rain-fed agriculture. The purpose of this review was to analyze national policies on climate change adaptation, agriculture, forests, management of forested and agroforested landscape ecosystems and their goods and services, and the roles of stakeholders in the national arena. Recognizing the role of forest cover in climate change mitigation and adaptation, this review is based on stakeholder engagement and analysis of published literature on the policy, institutional and socioeconomic drivers of forest cover change around Mount Elgon. The bulk of Ugandas forests are on land under private ownership and deforestation has occurred mainly in such forests. Several national laws and international conventions ratified by Uganda offer a framework under which forests are managed. Management of protected forests is shared between central and local authorities. Several natural resource policies are likely to have significant unintended impacts that may enable or limit the adaptation of stakeholders and ecosystems to climate change. The current climate change policy, which is an overarching document that addresses climate change in Uganda, suggests that policy responses, either sector specific or crosscutting in nature, be harmonized in order to better address the challenges associated with climate change adaptation and mitigation.
