However, with the persistent overfishing and unstainable exploitation, the performance of small-scale fisheries was severely devastated, not only due to its weak governance but of poor management, perverse subsidies, destructive fishing practices, and unrestricted access. Community-based fisheries management (CBFM) is a process by which the people themselves are given the opportunity as well as the responsibility to manage their resources, define their needs, goals, and to make decisions that have an impact upon their well-beings. Due to its social and economic benefits of efficiency, equity and sustainability, it is widely employed in the developing countries in Asia. This research focused on the impact analysis of CBFM on the sustainable management of fisheries resources and fisher’s livelihood in Cambodia, Bangladesh and Philippines by applying meta-analysis to quantify the magnitude of intervention and analyze the heterogeneity of the effects in each country. By integration of difference-in-difference in the construction of effect size, more accurate estimate of effect sizes was derived. The results show a consistent positive effect on management indicators in all three countries, which justified that CBFM was an effective and sustainable approach to organizing and managing fishing activities and fishing community. The mix results in the effect size of fish catch indicated that CBFM was better effective with the implementation of stock recovery programs.

Book excerpt: Ecosystem-based fisheries management (EBFM) represents an enormous methodological challenge, requiring increases in model complexity in terms of the number of species, their interactions, spatial dynamics, and environmental variability. Climate change adds to this management challenge by increasing the importance of complexity in terms of directional shifts in the mean environment over time. I addressed these combined challenges using dynamic mathematical models of groundfish populations and communities in the California Current to evaluate the role of marine reserves and conventional fishery management in facilitating sustainable exploitation of marine fish communities in a variable climate. One broad goal of EBFM is to protect ecological resilience, the magnitude of a perturbation that a community can withstand while remaining in a given state. I quantified the resilience provided by conventional fisheries management and management with marine reserves within a dynamic model of a simplified rockfish community with alternative stable states. Relative to conventional fishery management, reserves increased the range of initial predator abundances that result in reaching the desired (predator-dominated) state, thus enhancing resilience. Environmental variation narrowed the difference in resilience between management approaches, but reserves still provided measureable benefits across many values of regulatory restriction. To quantify the potential for management to buffer synergistic interactions between fishing and climate, I developed a model where larval survival depended on spring transition timing and maternal age. I found that yield and persistence changed more with maternal-age-dependent larval provisioning than maternal-age-dependent spawning timing across a range of climate states, especially with environmental variation. Either implementing reserves or reducing fishing mitigated impacts on larval survival, but reserves conveyed the added benefit of decreasing sensitivity of yield and persistence to fishing. Finally, to determine how the trophic distribution of fishing and environmental forcing affects the sensitivity of populations and communities to climate variation, I developed an age and size structured model of a predator-prey system. When I applied this model to two dominant fishes in the California Current, I found that environmental forcings that acted from the bottom-up had a greater influence on populations than those acting from the top-down. In general, fishing both the predator and prey produced the optimal harvest, maximizing the mean and minimizing the relative variance of the total catch. Combined, these findings contribute to the theory of EBFM by identifying how species interactions and environmental variation can impact fished populations and by demonstrating how spatial, nonspatial, and coordinated multispecies harvest policies may play a role in managing complicated natural systems in a changing climate.
