Book excerpt: This report addresses the changes in the types and volumes of secondary processing which would occur as a result of changes in freight costs paid by the producer due to introducing the pay-the-producer method of payment. The processing industry is defined as the manufactured livestock feed and the food and beverage processing sectors. Each industry is examined to determine the likely direction and magnitude of change as a result of a change in the method of payment, with particular emphasis on livestock processing and oilseed crushing. The various industries are analyzed for volume and value of output market opportunities and constraints, existing and future capacities, and current employment levels under 2 policy options. The methodology includes a literature review, the formulation and testing of likely scenarios, and the analysis of the resulting information for the processing sector, the transportation and handling sector, rural communities, and the Canadian Wheat Board.

The first project undertaken by the Council involved an analysis of the impact of a potential change in the method of payment of the Crow benefit on Manitoba's economy. A change in the method of payment of the Crow benefit to producers, rather than to the railways, as at present, would have significant long-term impacts on a wide variety of sectors within the agriculture and related industries in Manitoba. This study reviews 11 alternative methods of payment and analyzes their impacts. It also analyzes the production shifts which can be expected to occur at the primary level, including livestock production, under several different policy scenarios.

Using research, received submissions and consultations with representative interests groups, the Committee reviewed the advantages of all of the methods of payment that have been proposed, both throughout and since the Gilson round of consultations prior to the enactment of the WGTA. Seven specific recommendations for a new method of payment are made.
