Book excerpt: This paper aims to test this hypothesis and to contribute to better understanding of strategies to revitalize the agricultural extension system in Malawi. Specifically, it examines the interplay between the fertilizer subsidy and access to extension services, and their impact on farm productivity and food security in Malawi. Results show that the fertilizer subsidy has inconsistent impact on farm productivity and food security; at the same time, access to agricultural advice was consistently insignificant in explaining farm productivity and food security. Further analysis, however, shows that when access to extension services is unpacked to include indicators of usefulness and farmers’ satisfaction, these indicators were statistically significant. Households who reported that they received very useful agricultural advice had greater productivity and greater food security than those who reported receiving advice that they considered not useful. This result implies the need to ensure the provision of relevant and useful agricultural advice to increase the likelihood of achieving agricultural development outcomes

Almost all women farmers in the country depend upon agriculture as a major source of income to enhance their food security. There has thus far been no systematic study about the impact of climate change on food security of women farmers. Therefore to fill this lacuna, the present study was conducted in five Village Development Committees with 150 households of Udayapur district in Nepal. The present research aims to study the perception of farmers about climate change, the impact of climate change on agriculture and food security. It also documents the adaptation strategies that farmers practice. The study also attempts to study the agricultural policies through a gender perspective and identify the gaps in the policy. Both primary and secondary sources were used for data collection. The production of the major food crops like wheat, maize, rice, fruits fresh vegetables and livestock has been in relative decline since the past several years. Sometimes total crop failure occurred due to drought, excessive rainfall or an epidemic of insects, pests and diseases. The change in the climatic pattern has resulted in decreased crop productivity that increases food insecurity of the people. Farmers use different adaptation measures to cope with the adverse effect of climate change. These helped to minimise crop losses and improve the food security situation of women farmers by preventing crop loss. The national agricultural policy was found lacking in gender sensitivity. Based on the analysis of the data, recommendations have been made to the government.

Book excerpt: Agricultural extension services have been dominated by development programs to improve the productivity of crops and enhance farmers' income. The virtues and limitations of these programs ignite a debate among scholars from distinct strands of research. It is still unknown how effective extension services are in improving the agricultural productivity. We aim to unpack the relationship between these two constructs, and more specifically explore the main determinants driving systematic variations in the technical efficiency estimates from all relevant crop farming studies. A meta-regression analysis is conducted by using 335 observations from 199 farm level studies to review the effect of agricultural extension activities on farm performance. While the implementation of extension programs is likely to be non-randomly distributed in our sample, we employ the inverse probability of treatment weighting to correct for potential selection bias. Evidence for the absence of a publication bias in farm studies used in the meta-analysis is identified. Consonant with the theory of agricultural extension, we find that extension significantly improves technical efficiency by 4.8% to 7.6%. Farm productivity significantly differs in country level characteristics, type of crops and model specifications. Our empirical findings are robust when replacing missing observations with imputed values obtained from multiple imputation method.

The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
