Book excerpt: Depuis les débuts de la conquête coloniale jusqu'à la fin de l'apartheid, la partition de l'espace sud-africain s'est doublée d'un partage inégal des eaux. Tout comme les terres les plus fertiles et les ressources minières, les ressources hydrauliques sud-africaines, indispensables au développement dans un pays marqué par l'aridité, ont été l'objet d'une conquête par les colons blancs. Ce livre retrace l'histoire de cette appropriation, à travers l'exemple des deux principaux cours d'eau, l'Orange et son affluent le Vaal. Il montre comment un vaste système de manipulation des cours d'eau a été construit autour de grands transferts d'eau, pour les faire passer de leur direction " naturelle ", vers l'océan, à leur direction " anthropique " actuelle, vers l'argent et le pouvoir. De cette conquête, les cours d'eau sud-africains, barrés par des centaines de barrages, parfois gigantesques, endigués, transférés et pollués, ne sont pas sortis indemnes. Il est devenu difficile de distinguer dans les cours d'eau sud-africains les dynamiques naturelles des modifications voulues par l'homme, souvent du fait des interactions complexes entre les grands barrages et les aménagements locaux. Avec l'arrivée au pouvoir de l'ANC de Nelson Mandela, la gestion de l'eau était promise à un changement radical, passant du " All, for Some, Now " de l'apartheid au " Some, for All, for Ever ". Mais comment évaluer des impacts environnementaux alors que s'entremêlent de façon inextricable le " naturel " et " l'artificiel ", les processus nés des aménagements locaux, des grands barrages et les fluctuations cycliques des précipitations ? Comment gérer des cours d'eau et mener des politiques environnementales, au sortir de 40 ans d'apartheid, alors que le cadre du bassin versant n'a plus de sens ? Les réponses apportées à ces questions depuis 15 ans sont non seulement un indicateur des changements qui affectent l'Afrique du Sud, mais aussi un exemple pour tous les pays du Sud confrontés aux mêmes défis.

Pourtant ce type d'intervention hydraulique est amené à prendre une place croissante dans la gestion de l'eau au 21ème siècle, dans les pays en développement et émergents notamment. Nous proposons une analyse du point de vue de l'économie écologique d'un projet de transfert hydrique dans le Nordeste du Brésil, en nous penchant particulièrement sur les conflits socio-environnementaux qui ont lieu autour de ce mégaprojet. Dans un premier temps, nous caractérisons le style de développement économique adopté par le Brésil au tournant du siècle ainsi que la dynamique des réformes de la gestion de l'eau. Nous tirons de cette analyse une présentation stylisée du complexe eau-économie nécessaire à la compréhension du projet étudié. Nous discutons ensuite les apports et limites des approches économiques (économie du bien-être, économie de la soutenabilité) de l'évaluation des grands projets hydrauliques. Nous mettons en exergue la spécificité des transferts inter-bassins massifs et proposons une grille d'analyse économique adaptée. Dans une troisième partie, nous approfondissons les conflits socio-environnementaux qui ont eu lieu autour du projet de transfert. Nous proposons une analyse en termes de justice environnementale ainsi qu'une modélisation de type institutionnaliste du conflit et de ses répercussions.

Coastal ecosystems are highly vulnerable to alteration of their physical, chemical and biological characteristics (marine intrusion, acidification of marine environments, changes in ecosystems, evolution and artificialization of the coastline, etc.).In contact with heavily populated areas, these environments are often the receptacle of a lot of chemical and biological pollution sources that significantly diminish their resilience. In this context of accelerated evolution and degradation of these areas important for food security of many populations around the world, it is necessary to better identify the factors of pressure and understand, at different scales of observation, their effects and impacts on the biodiversity and on the socio-eco-systems, in order to determine the degree of vulnerability of these coastal ecosystems and the risks they face. A transdisciplinary and integrated approach is required to prevent risks. Within this framework, operational coastal oceanography occupies an important place but also the implementation of a true socio-eco-system approach in order to set up an environmentally friendly development.
