Como pre mbulo del ingreso al Acuerdo General de Comercio y Tarifas (GATT por sus siglas en ingl s), se abatieron los aranceles y las medidas para-arancelarias y se eliminaron los apoyos a trav s de los precios, las compras estatales y los instrumentos de cr dito de fomento. En resumen, las pol ticas nacionales de desarrollo agropecuario se acercaron a las vigentes en el grupo de los pa ses desarrollados miembros de la OCDE. El proceso de liberalizaci n del sector agropecuario y su sometimiento a la competencia externa se aceler considerablemente con la firma del Acuerdo de Libre Comercio de Am rica del Norte, TLCAN, en el cual todo el sector se incluy en el acelerado programa de desgravaci n arancelaria. Los textos compilados en este libro eval an los efectos del nuevo modelo de desarrollo agropecuario y se alan los puntos cr ticos que se deben tener en cuenta frente a la nueva etapa de liberalizaci n si se desea evitar la acumulaci n de los costos a la fecha registrados.
