Face à l’échec de ses mesures internes de résolution de la crise, il se tourna vers les Institutions de Bretton Woods qui lui proposèrent les Programmes d’Ajustement Structurel (PAS). Rentrant dans la logique des politiques internationales de résolution de la crise économique, les PAS aux conditionnalités accrues traînèrent un ensemble important de conséquences sur la vie sociale camerounaise. Cette étude, axée sur "Impact social des programmes d’ajustement structurel au Cameroun (1987-2017)", se propose d’examiner la politique d’ajustement structurel et d’en dresser le bilan social de son implémentation. Par le biais d’une investigation propre à la discipline historique, basée sur une approche qualitative et quantitative des données, où les sources orales, écrites (archives, articles, mémoires, thèses et ouvrages), et numériques sont privilégiées, accrochée à une démarche analytique et descriptive, suivant une méthode empirique et inductive, il ressort que l’ajustement a profondément modifié les comportements et les habitudes des Camerounais dans tous les domaines se rapprochant au social. Que ce soit l’emploi, le salariat, le fonctionnariat, les ménages, la santé, l’éducation, la mobilité, l’ajustement structurel a laissé une tache indélébile.

In Benin, governmental development policies and programmes in crop farming are changing power relations between herders and farmers to favour the latter. How are the Fulani pastoralists responding to these threats to their existence? Georges Djohy explores the dynamics in local use of natural resources and in inter-ethnic relations resulting from development interventions. He combines the approaches of science and technology studies – looking at the co-construction of society and technology – and political ecology – looking at the power relations shaping the dynamics of economic, environmental and social change – so as to throw light on the forces of marginalisation, adaptation and innovation at work in northern Benin. Having worked there for many years, Djohy has been able to uncover gradual processes of socio-technological change that are happening “behind the scenes” of agricultural development involving mechanisation, herbicide use, tree planting, land registration and natural resource conservation. He reveals how farmers are using these interventions as “weapons” in order to gain more rights over larger areas of land, in other words, to support indigenous land grabbing from herders who had been using the land since decades for grazing. He documents how the Fulani are innovating to ensure their survival, e.g. by using new technologies for transport and communication, developing new strategies of livestock feeding and herd movement, and developing complementary sources of household income. The Fulani are organising themselves from local to national level to provide technological and socio-cultural services, manage conflicts and gain a stronger political voice, e.g. to be able to achieve demarcation of corridors for moving livestock through cultivated areas. They even use non-functioning mini-dairies – another example of development intervention – to demonstrate their modernity and to open up other opportunities to transform their pastoral systems. This book provides insights into normally hidden technical and social dynamics that are unexpected outcomes of development interventions.

This diversity is associated with glaring disparities, so in examining policy trends and the reconstruction of training systems particular attention is focused on innovations in an effort to identify promising initiatives likely to contribute to the establishment of consistent TVE systems, closely linked with the world of work and involving labor market stakeholders. Some common emerging trends in TVE include the following: (1) a shift in the policy focus from inputs to outputs; (2) the use of new financing and certification mechanisms; (3) the involvement of social partners in governance; greater autonomy for institutions; (4) the promotion of private providers and company-based training; and (5) an increasing interest in the informal sector and skills development for poverty reduction. Issues addressed include these: (1) an overview of TVE systems in 10 SSA countries; (2) reviewing various models currently in place; (3) documenting relationships between African TVE systems and policies and donor intervention and traditions in TVE; (4) identifying reasons why certain reforms are facing implementation difficulties; analyzing specific innovations; (5) drawing lessons on the implementation of the reform agenda and its impact on TVE systems; and (6) discussing possible directions for future donor support.
