Book excerpt: In this paper we develop a computable general equilibrium model of the regions of Russia to assess the impact of accession to the World Trade Organization (WTO) on the regions of Russia. We estimate that the average gain in welfare as a percentage of consumption for the whole country is 7.8 percent (or 4.3 percent of consumption); we estimate that three regions will gain considerably more: Northwest (11.2 percent), St. Petersburg (10.6 percent) and Far East (9.7 percent). We estimate that the Urals will gain only 6.2 percent of consumption, considerably less than the national average. The principal explanation in our central analysis for the differences across regions is the ability of the different regions to benefit from a reduction in barriers against foreign direct investment. The three regions with the largest welfare gains are clearly the regions with the estimated largest shares of multinational investment. But the Urals has attracted relatively little FDI in the service sectors. An additional reason for differences across regions is quantified in our sensitivity analysis: regions may gain more from WTO accession if they can succeed in creating a good investment climate.

Book excerpt: This review, which was prepared in response to Kazakhstan's 2012 request to adhere to the Declaration on International Investment and Multinational Enterprises (OECD Declaration), analyses the general framework for investment as well as most recent reforms, and shows where further efforts are necessary. It assesses Kazakhstan's ability to comply with the principles of openness, transparency and non-discrimination and its policy convergence with the OECD Declaration, including responsible business conduct practices. Capitalising on the OECD Policy Framework for Investment, this review studies other policy areas that are of key relevance to investment such as SME policy, infrastructure development, trade policy as well as anti-corruption efforts. Since the first review of Kazakhstan, in 2012, the authorities have made strides in opening the country to international investment and in improving the policy framework for investment as part of their efforts to diversify the economy to avoid continued overreliance on oil. Additional policy measures are nevertheless required to create a stimulating environment for investment if the government wants to fulfil its goal of economic diversification and sustainable development.

Book excerpt: Over the past 20 years, the Information Technology Agreement (ITA) has increased worldwide access to high-tech goods, such as computers, mobile phones and semiconductors. It has also contributed to greater access to the Internet and the growth of the digital economy, creating new opportunities for businesses and individuals in both developed and developing countries. Finalized at the first WTO Ministerial Conference in 1996, the ITA commits its participants to eliminating tariffs on a wide range of IT products with an annual value of approximately US$ 1.7 trillion. To mark the 20th anniversary of the ITA, this publication analyses the impact of the ITA on its participants and on worldwide trade in IT products. It demonstrates how the Agreement has not only made high-tech products more affordable but has also helped to promote innovation and to support developing countries' integration into global production networks. The publication also reviews new developments, such as the landmark deal concluded in 2015 to eliminate tariffs on an additional 201 IT products valued at over $1.3 trillion per year. Finally, it highlights what still needs to be done to meet the UN's Sustainable Development Goal of providing universal and affordable access to the Internet so that the benefits of the digital revolution can be enjoyed by all.
