Book excerpt: The Department of Defense Reorganization Act of 1986 is having far- reaching and profound effects on every aspect of the nation'a defense establishment. This study addresses the question: what are the implications in the Act for the U.S. Army Reserve? A glib answer is, none. A closer look, however, reveals at least two areas for consideration. First, the study will examine the relationship of Army Reserve forces to the combatant commands. The Act requires that all forces, less designated exceptions, will be assigned to the unified and specified commands. Is U.S. FORSCOM's command and control of most of the Army Reserve force structure the best way to satisfy the statutory prescription? Second, the study will examine the imperatives of 'jointness' for Army Reserve officers. To what extent should reserve officers be prepared to serve in the joint arena? Are joint assignments feasible for reserve officers? The underlying theme of the study is that the Army and Army Reserve should engage these and related issues in the interest of total force integration and warfighting readiness.

As former U.S. Secretary of Defense Robert Gates once noted: "We have a perfect record in predicting the next war. We have never once gotten it right." In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Barno and Bensahel start by providing a framework for understanding adaptation and include historical cases of success and failure. Next, they examine U.S. military adaptation during the nation's recent wars, and explain why certain forms of adaptation have proven problematic. There is no truly "joint force"; the services still pursue individual service priorities, redundant capabilities persist throughout, and turf wars frequently arise in new mission areas. It is time for an update to Goldwater-Nichols to address the loopholes that prevent the U.S. Military from exploiting the synergies of increased jointness. This is especially critical in this "era of persistent conflict," which is coupled with flat-lined budgets and the need to replace worn out and expended equipment.

While GN-86 effected profound positive change in DoD, a considerable body of recent professional literature advocates additional organizational and process reform. This quest for further change has been driven both by drastic shifts in the strategic security environment since GN-86 was passed, as well as by the existence of still unmet GN-86 objectives. To address this call for change, the Center for Strategic and International Studies (CSIS) Beyond Goldwater-Nichols (BGN) project has published two detailed reports delineating several specific recommendations for significant defense reform. Implementation of all these recommendations would require major changes at many levels of government; in many cases the burden to change or adapt would fall upon military Combatant Commanders. This paper addresses the following research question: Suppose the CSIS recommendations in its Beyond Goldwater-Nichols Phase I and II Reports are implemented. What is the impact to the Combatant Commander?

The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

The Reagan years were hardly a time of interagency concord, but the National Security Council staff managed the successful implementation of its program nonetheless.
