This three and a half year evaluation is designed to describe the grant-funded programs and to estimate their impact on a range of student outcomes. Findings reveal that school-based mentoring programs can provide at-risk students with guidance, academic assistance, and new experiences. But mentoring programs under the federal competitive Student Mentoring Program grants had no statistically significant impacts on student-level outcomes after one school year. Book excerpt: This report summarizes the findings from a national evaluation of mentoring programs funded under the U.S. Department of Education's Student Mentoring Program. The impact evaluation used an experimental design in which students were randomly assigned to a treatment or control group. Thirty-two purposively selected School Mentoring Programs and 2,573 students took part in the evaluation, which estimated the impact of the programs over one school year on a range of student outcomes. The evaluation also describes the characteristics of the program and the mentors, and provides information about program delivery. The Student Mentoring Program is designed to fund grantees to enable them to provide mentoring to at-risk students in grades 4-8. The ultimate goal of the program is to improve student academic and behavioral outcomes through the guidance and encouragement of a volunteer mentor. Seventeen total impacts in the domains of academic achievement/engagement, interpersonal relationships/personal responsibility, and high-risk/delinquent behavior were measured. The main finding of the Impact Study was that there were no statistically significant impacts of the Student Mentoring Program for the sample as a whole on this array of student outcomes. However, there was some scattered evidence that impacts were heterogeneous across types of students. In particular, impacts on girls were statistically significantly different from impacts on boys for two self-reported scales: Scholastic Efficacy and School Bonding, and Pro-social Behaviors. For boys, the impact on Prosocial Behaviors was negative and statistically significant. For girls, the impact on Scholastic Efficacy and School Bonding was positive and statistically significant. The impact on truancy was negative and statistically significant for students below age 12. There were negative associations between program supervision of mentors and site-level impacts on three of the seventeen individual outcome measures: Pro-social Behaviors, grades in math and social studies, and a positive relationship with the outcome of school-reported delinquency. The report also presented results demonstrating that the Student Mentoring Program represented a fairly low level of intensity in terms of service: although grantees, on average, adhered to the general intents of the legislation and program guidance, they were simultaneously constrained by the limits of the school calendar and the population from which to draw mentors. Thirty-five percent of the control group students reported receiving mentoring either from the program or elsewhere in the community; this finding, coupled with the fact that not all treatment group students met with a mentor, reduced the treatment contrast and may have led to some dilution of the impacts on students compared to expectations. The study focused on approximately 2,600 at-risk fourth-through- eighth-grade students in 32 SMP sites. Applicants were randomly assigned to a program group that was offered SMP services or to a control group that was not. Control-group students were free to receive mentoring services through other programs. The authors collected data on students' interpersonal relationships and delinquent and risk behaviors through student surveys. They collected data on course grades, statewide assessment scores, and disciplinary infractions from school records. Study authors found that the student mentoring program had no statistically significant effect on the academic and behavioral outcomes they examined once they adjusted their statistical tests for the analysis of multiple outcomes. What Works Clearinghouse (WWC) found the research to be consistent with WWC evidence standards, cautioning that 20-35 percent of students in the original sample were missing school records data, depending on the outcome. These students are excluded from the analyses of grades, test scores, and disciplinary infractions. Book excerpt: Between 2007 and 2009, reports were released on the results of three separate large-scale random assignment studies of the effectiveness of school-based mentoring programs for youth. The studies evaluated programs implemented by Big Brothers Big Sisters of America (BBBSA) affiliates (Herrera et al., 2007), Communities In Schools of San Antonio, Texas (Karcher, 2008), and grantees of the U.S. Department of Education's Student Mentoring Program (Bernstein et al., 2009). Differences in the findings and conclusions of the studies have led to varying responses by those in practice and policy roles. The results of the BBBSA trial led the organization to undertake an initiative to pilot and evaluate an enhanced school-based mentoring model. Findings of the Student Mentoring Program evaluation were cited as a reason for eliminating support for the program in the FY 2010 federal budget (Office of Management and Budget, 2009). In this report, we present a comparative analysis of the three studies. We identify important differences across the studies in several areas, including agency inclusion criteria, program models, implementation fidelity and support, and criteria utilized in tests of statistical significance. When aggregating results across the studies using meta-analytic techniques, we find evidence that school-based mentoring can be modestly effective for improving selected outcomes (i.e., support from non-familial adults, peer support, perceptions of scholastic efficacy, school-related misconduct, absenteeism, and truancy). Program effects are not apparent, however, for academic achievement or other outcomes. Our analysis underscores that evidence-based decision-making as applied to youth interventions should take into account multiple programmatic and methodological influences on findings and endeavor to take stock of results from the full landscape of available studies. Book excerpt: Youth mentoring refers to a relationship between youth -- particularly those most at risk of experiencing negative outcomes in adolescence and adulthood -- and the adults who support and guide them. The origin of the modern youth mentoring concept is credited to the efforts of charity groups that formed during the Progressive era of the early 1900s to provide practical assistance to poor and juvenile justice-involved youth, including help with finding employment. Approximately 2.5 million youth today are involved in formal mentoring relationships through Big Brothers Big Sisters (BBBS) of America and similar organisations. Contemporary mentoring programs seek to improve outcomes and reduce risks among vulnerable youth by providing positive role models who regularly meet with the youth in community or school settings. Some programs have broad youth development goals while others focus more narrowly on a particular outcome. Evaluations of the BBBS program and studies of other mentoring programs demonstrate an association between mentoring and some positive outcomes, but the effects of mentoring on particular outcomes and the ability for mentored youth to sustain gains over time are less certain. This book begins with an overview of the purpose of mentoring, including a brief discussion on research of structured mentoring programs. The book then describes the evolution of federal policies on mentoring since the early 1990s and provides an overview of the components and funding for each of two recent (discontinued) federal mentoring programs, as well as a discussion of other federal mentoring initiatives that are currently funded.
