What are the categories of ships attacked in the Gulf of Guinea? What is the status of ship during pirate attacks in the Gulf of Guinea? Is there any difference in pattern of attack in pre and post intervention of regional and international agencies in the Gulf of Guinea? The scope of this study was defined by its time and space. In terms of time, the study covered the period between 2009 and 2020. This period was chosen because of the rise of sea pirate attacks in the Gulf of Guinea which began in 2009 and to show the currency of sea pirate activities in the countries under study. The space was defined by the maritime space of Gulf of Guinea which comprises of thirteen countries namely; Angola, Benin Republic, Cameroon, Democratic Republic of Congo, Equatorial Guinea, Gabon, Ghana, Ivory Coast, Liberia, Nigeria, Republic of Sao Tome and Principe, The Congo and Togo.

To achieve the objectives of this study, three research hypotheses were formulated. A cross sectional survey research design was adopted; the population of the study comprise of maritime business operators in Bayelsa State, Nigeria. A Sample of 215 sea business operators in 9 waterfronts cutting across the three senatorial districts of Bayelsa State was selected by simple random sampling. A Likert Scale questionnaire on “Sea Piracy and Security Challenge” was developed by the researcher and administered to 24 respondents which formed part of data collected. The Routine Activity Theory which is associated with Lawrence Cohen and Marcus Felson was adopted as the theoretical guide of this study. Three null hypotheses were tested using regression analysis (r) at 0.05 level of significance. Results from the findings shows that, the three hypotheses were rejected. The study found amongst others, that sea piracy affects sea faring and fishing business significantly in Bayelsa State. It therefore recommends that concerted efforts aimed at increasing and equipping security agencies responsible for policing Bayelsa State territorial waters should be the major concern of the government and other stakeholders in the maritime sector.

Book excerpt: The growing threat of piracy in the Gulf of Guinea poses a direct threat to the economic and security interests of Nigeria and the entire West African region. With the largest population and economy in the region, Nigeria arguably stands to lose the most if the maritime security environment continues to decline, but the entire region will suffer as well. Major international powers like the United States and Europe are increasingly dependent on oil from the region, and the continued decline of maritime security holds that revenue stream, which is sorely needed for regional development, at risk. As evident by the rising maritime threat level in the region, no single nation has the capacity to unilaterally combat piracy and subsequently improve maritime security. Recent improvements in maritime security, both in the Malacca Strait and along Africa's East Coast, demonstrate how regional approaches can create opportunities for coastal regions to apply the principle of unity of effort through cooperation. This paper will show that these regional bodies share common lines of effort that improve maritime security by reducing the gaps in which pirates operate. Given the nature and extent of the current maritime security environment in the Gulf of Guinea, it is clear that a realistic strategy on the part of Nigeria and the other gulf nations must begin at the regional level.

They have mounted what amounts to the most substantial non-state threat to the security of international shipping for half a century and perhaps longer. Piracy outbreaks have also occurred in Southeast Asia and West Africa. In each case the international community has responded differently. What lessons can be learned from three different approaches and is it possible to distill lessons of international best practice that can be applied in the Gulf of Aden and the northern Arabian Sea? This paper will examine how and why these three piracy outbreaks arose. It will describe in particular why the threat off Somalia grew so rapidly, why it declined and why the elements that made it successful remain in place. It will examine the responses of the international community, asking whether or not the response off Somalia might have been more effective if it had benefitted from stronger international backing and more coherent coordination. It will make the point that maritime security – the prevention and suppression of disorder at sea – must address many more issues than piracy as the theft of fish and the movement of drugs; weapons and people can often present greater risks. It will build on this point by looking at maritime security developments drawn from all three regions that may be employed advantageously in the Gulf of Aden and Arabian Sea, before circling back to look at the fundamental problem, which is one of landward security and asking what initiatives have been taken to address this in Somalia and which ones appear to be yielding results. Finally, it will examine whether the way forward does lie with a unified global initiative, or if steps are better taken regionally calling upon extra-regional support as necessary.

Using broadly constructivist approaches to understand international actors’ responses to the challenges created by maritime piracy, the contributors question a number of myths and misconceptions around piracy and analyze the various ways that international law and organizations channel actors’ understandings of maritime piracy and their efforts to respond to it. In doing so, they expose some shaky foundations for IR theorists: how do we conceive of governance and legitimacy when they are delinked from the territorial aspect of the modern nation-state? Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. Piracy itself has a long history but a contemporary form of piracy in the Gulf of Guinea has arguably developed over the past 25 years. In the 1990s, 'coastal communities of the delta regularly attacked passing boats on an ad hoc basis'. Such piracy activities were more 'akin to sea robbers' and less organised than the piracy activities that we are now witnessing in these waters today. Similarly, it has recently been stressed that, in the past, most of the piracy incidents were cases of maritime robbery. Bearing that in mind, this report sheds light on the contemporary nature of piracy in the Gulf of Guinea as these activities have developed from maritime robbery (petty theft) to being characterised by high levels of violence and high levels of organisation.
